This is a notice for social and specific services in accordance with Directive 2014/24/EU Article 74.
The London Borough of Waltham Forest (LBWF) wishes to enter into contract with a single entity for the provision of a universal high quality, consistent and integrated Information, Advice and Advocacy Service. The service will provide a central point of contact for high quality information, advice and first level advocacy across the borough based on resident needs related to health, well-being, money, debt, employment and skills with the ability to bring in other services in the future.
The tender procedure being undertaken is light touch regime — open tender, with dialogue mid tender. The process is initial proposal, mid-tender dialogue, final tender submission. Evaluation criteria is stated in the Invitation to tender document will remain consistent throughout the process.
Under the contract the successful provider will be required to actively participate in the achievement of social and/or environmental policy objectives relating to recruitment and training and supply chain initiatives. Accordingly the contract performance conditions may in particular include social and environmental considerations.

II.2.1)Total quantity or scope:

The London Borough of Waltham Forest (LBWF) wishes to enter into contract with a singel entity for the provision of a universal high quality, consistent and integrated Information, Advice and Advocacy Service. The service will provide a central point of contact for high quality information, advice and first level advocacy across the borough based on resident needs related to health, well-being, money, debt, employment and skills with the ability to bring in other services in the future.
Services being initially tendered have an Annual Budget envelope of 485 000 GBP The scope of the contract may expand over the life of the contract at the discretion of the Council, the value of other potential services are estimated at 1 000 000 GBP per annum. Any additional scope will be in line with the service specification and will be done in consultation with the provider.
Contract period is three years with the option to extend for two consecutive periods of 12 months.
Estimated value excluding VAT:
Range: between 2 425 000 and 7 245 000 GBP
