Mid and West Wales Fire and Rescue Service in collaboration with South Wales Fire and Rescue are seeking to appoint a contractor to carry out maintenance and replacement of appliance bay doors, roller shutters, elctronic security gates and barriers.

The contract will be split into 2 lots, Lot 1 Mid & West Wales Fire & Rescue Service and Lot 2 South Wales Fire & Rescue Service.
The Service shall comprise of the inspection, maintenance, repair, and renewal as required of appliance bay doors, roller shutters, electronic security gates and barriers installed throughout the Mid & West Wales Fire & Rescue Service area and South Wales Fire & Rescue Service area.
The Service will require the successful Contractor to provide fixed price quotations for exisitingequipment and for the replacement of existing equipment. The fixed price shall include all equipment, parts, labour, tools and travelling costs.
Normal working hours for providing the service shall be 08:00 to 17:00 hrs.
The Contractor shall provide as part of the service a maximum 4-hour all out facility to respond to 24-hour emergency call outs as and when requested by a member of the property services department.

Precise information on deadline(s) for lodging appeals: MAWWFRS will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. Such additional information should be requested from the person in part 1.1.
If an appeal regarding the award of a contract has not been successfuly resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages. (The purpose of the standstill period referred to above is to allow parties to apply to the Courts to set aside the award decision before the contract is entered into).
