Salix Homes would like to invite tenders to supply, implement and support an integrated finance system with the following modules:
— Multi-company;
— Commitment Accounting;
— General Ledger;
— Budgeting;
— Budget Holder access;
— Reporting including statutory and regulatory returns;
— Fixed Assets;
— Component Accounting;
— Cash Book;
— Sales Ledger & invoicing;
— Purchase Ledger;
— Electronic Purchase Ordering;
— Project Accounting.
Interfaces required but not limited to: Northgate Housing Management system, Keystone Asset Management system (component accounting module) and SAP payroll system.
Salix Homes currently uses Salford City Council’s SAP finance system. Subject to a successful tenant vote Salix Homes will become an independent Registered Provider. If the vote is not successful then the procurement will be cancelled.
The contract will be for 5 years with an option to extend annually.
Currently there are 5 finance users and approximately 15 electronic purchase ordering users. Going forward the numbers may increase and may include an additional lower level non finance user for budget managers.
The newly implemented system is required to go live at the end of February 2015 when the Salix Homes becomes the owner of the housing stock. It is envisaged that there will be two implementation phases with some modules delayed until after the transfer.

III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers

Information and formalities necessary for evaluating if the requirements are met: Economic operators will be required to complete a pre-qualification questionnaire (PQQ) which requires inclusion of relevant detail in relation to requirements relating to personal situation of those economic operators. In particular, the Contracting Authority will consider all of the offences listed in Article 45(1) of Directive 2004/18/EC (implemented as Regulation 23(1) of the Public Contract Regulations (PCR) 2006 in the UK) and all of the professional misconducts listed at Article 45(2) of Directive 2004/18/EC (see also Regulation 23(2) in the PCR 2006) when making the decision on whether an economic operator is eligible to be invited to tender. A full list of these criteria is included within the relevant legislation specified above. For economic operators who are registered overseas, you will need to declare if you have any offences/ misconduct under your own countries laws, where these laws are equivalent to the Regulation 23 lists. Economic operators who have been convicted of any of the offences under Article 45(1) are ineligible and will not be selected to bid, unless there are overriding requirements in the general interest for doing so. Economic operators who are guilty of any of the offences, circumstances or misconduct under Article 45(2) may be excluded from being selected to bid at the discretion of the Contracting Authority.

Further to a recent successful Stock Option Bid with Salford City Council, it has been confirmed by the Contracting Authority that the housing stock may transfer to the Contracting Authority subject to tenant ballot and subsequent Government approval. If the housing stock transfers the Contracting Authority will become a registered provider of social housing and may change its trading name.
Please note that any variant bids submitted pursuant to section II.1.9 should be submitted alongside a bid as specified for comparison purposes and the Contracting Authority reserves the right to decline a variant bid which is not so accompanied.
