NHS England will commission a prime provider model (for each lot) for prison healthcare services in order to support integrated, patient centred care across the full range of service specialities required to manage the complex healthcare needs of those in the prison settings.
NHS England will hold a contract with the prime provider (for each lot), who in turn can directly provide care and/or subcontract care to other specialist providers. The prime provider will ensure that all services operating within the prison work in an integrated way delivering seamless care pathways.
NHS England requires provision of a comprehensive range of services in-house including physical health, mental health and substance misuse services. The successful Bidder will be expected to realise the opportunities to reduce health inequalities in minority groups such as BME Groups, those with a Learning Disability and Older Vulnerable Prisoners, by improving access with the best use of services and minimising inappropriate out of prison activity.
The Provider will be able to demonstrate the ability to provide management information from the system to ensure efficient access and where appropriate decommission services that are not required.
Bids must reflect the unique and multiple site operation in which it is delivered and include:
— GP Provision;
— Primary Care Nursing and Admin. service;
— Pharmacy Services-including mechanism for OOH provision;
— Substance Misuse Services (including Substance Misuse wing at HMP Winchester);
— Optometry;
— Physiotherapy;
— Podiatry;
— Primary and Secondary Mental Health and Learning Disability Services;
— Sexual Health Services;
— Health Promotion and Prevention;
— Dental Services.
The 2 lots are detailed below:
1. Dorset:
— HMP YOI Portland, a male YOI and Adult resettlement Category C prison with an Operational Capacity of 580;
— HMP Guys Marsh, a male resettlement Category C prison with an Operational Capacity of 579;
— IRC The Verne — Immigration Referral centre, Immigration Referral centre — Male with an Operational Capacity of 580.
2. Devon:
— HMP Channing’s Wood:
A Male Category C Adult Training prison with an Operational Capacity of 731.
— HMP Dartmoor:
A Male Category C Adult Training prison with an Operational Capacity of 640.
— HMP Exeter:
A Male category B Local prison with an Operational Capacity of 561.
The expected service commencement date for the Dorset establishments will be 1.4.2017, with a value of 31 000 000 GBP over 5 years (EXcluding Escort and Bedwatch).
The expected service commencement date for the Devon prisons will also be 1.4.2017 with a value of 48 750 000 GBP over 5 years (INcluding Escort and Bedwatch).
Contract duration will be for 5 years (for both lots) and in-line with current NHS requirements, will be contracted using the following:
— NHS Standard Contract with Alternative Provider Medical Services Contract (APMS) module;
— Personal Dental Services Contract (PDS);
— A tri-partite (Apex) agreement if the prime provider is not eligible to directly sign the PDS contract TUPE will apply to the contract (both lots) CQUINS will apply.

The services are healthcare services falling within Schedule 3 to the Public Contracts Regulations 2015 (the Regulations) which are not subject to the full regime of the Regulations, but is instead governed by the Light Touch Regime contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77).
Payments will be made electronically via BACS. Invoices will be submitted as hard copy.
