Bury, Oldham and Rochdale Councils (the Commissioners) are intending to procure a Contract for the provision of an Integrated Sexual Health service for the period 9.11.2015 to 31.3.2019 with an option to extend on an annual basis 2019-2020/2020-2021. The Contract (with a single provider) will be let by Rochdale Council as the Lead Commissioner and Bury and Oldham Councils will be partner authorities. It is the intention to award to a single contractor however we would consider Consortia/Partner bids.
This service specification sets out the nature, scope and extent of the service requirements that the Provider will be expected to provide. It will form part of the Invitation to Tender and Contract documents. It will also be used by the Commissioners as part of the evaluation of the Tenderers bid, and the on-going service monitoring and review in respect of the Contract led by the Commissioners.
The provider will provide an all age integrated sexual health service (including where contractually agreed Bury and Rochdale; the Young Peoples Sexual Health Support Service and Young Peoples Clinical Service) to ensure seamless access for patients requiring contraception and STI testing and treatment services; and providing holistic care to ensure that patients receive the most appropriate treatment and care regardless of the primary reason for presentation. The service will deliver integrated (not simply co-located) provision provided under one management structure. The provider will work in partnership with other locally commissioned services for young people both clinical and non-clinical to maintain and develop homogeneous pathways of care. The provider will provide dual trained nursing staff who can provide both contraceptive and STI care. This provides better patient care as this reduces or removes boundaries between traditional sexual health disciplines. “Dual trained” means that clinical nursing staff will have training in both provision of contraception and management of sexually transmitted infections. The provider will also provide medical consultant staff who are dual trained and/sufficient sessions of medical consultant time to enable both STI and contraceptive service provision to be consultant led.
The bids will be apportioned into 3 Lots as follows:
Lot 1 — Bury Council;
Lot 2 — Oldham Metropolitan Council;
Lot 3 — Rochdale Metropolitan Borough Council.

Contract duration is for 3 years plus 1 year plus 1 year dependent on funding and performance and to accommodate the 3 authorities implementation dates. The estimated annual cost of the service for Lots 1, 2 and 3 as 3 376 405 GBP per year broken down as follows: Lot 1 — Bury Council — 1 035 705 GBP Lot 2 — Oldham Metropolitan Council — 1 100 000 GBP Lot 3 — Rochdale Metropolitan Borough Council — 1 240 700 GBP Expected start date is 9.11.2015 subject to TUPE for Oldham Council, Rochdale Council is expected to start in 1.1.2016 and Bury Council to start in 29.2.2016. We would expect that although the start dates for the local authorities will be staggered, as indicated above, we would be looking at having a common end date, meaning that the contract duration for this tender will be 3 years and 4 months plus 1 year plus 1 year dependent on funding and performance. Organisations are required to register with the Chest at www.the-chest.org.uk where the documents are available to download. The deadline for tender submissions to be uploaded back onto the Chest website is 15:00 hours on 19.6.2015. Contractors must be able to provide the service as per the specification. It is the intention to award to a single contractor for all 3 Lots and to support this we would consider Consortia/Partnership bids. This tender is advertised in OJEU to ensure the opportunity to be widely publicised.
