Justification for a framework agreement, the duration of which exceeds four years: This contract involves a lengthy set-up phase for the successful bidder and for the Agency. It has therefore been decided to go for a longer duration of the framework contract, to allow the bidder to take account of the initial investment cost and time, thus resulting in more favourable conditions for the Agency.
