In order to fulfil its duty to provide certain services at the Port, the Contracting Authority is inviting tenders for provision of an Azimuth Stern Drive (ASD) Harbour Tug. The vessel is to be of a suitable design to undertake towing operations, ship assistance operations and general port duties. The minimum bollard pull of the vessel is to be 40 Tonnes ahead and 35 Tonnes astern. The vessel should be between 19.0 and 24.0 metres long.
For towing operations, the vessel will typically assist vessels between the mouth of Lough Foyle and the Port of Londonderry (a transit of approximately 16nm). The vessel should be capable of undertaking this tow in both the bow tug and stern tug positions. The vessel should be fully capable of ship assistance for berthing and unberthing procedures.
The successful bidder will be responsible for design, manufacture, classification, delivery, commissioning and performance testing of the ASD Tug, together with the provision of training and potential ongoing supply of spare parts, and provision of a thirty six (36) month guarantee.

The Pre-Qualification Questionnaire is available on request from the contact point set out in Section 1 of this notice. All costs of responding to this notice and participation in the procurement will be borne by the bidder. All discussions and correspondence will be deemed strictly subject to contract until the formal contract has been entered into.
Entry into the contract is subject to confirmation and receipt of funding for the purchase. Consequently, the contract will not be binding until it has been signed and dated by the authorised parties. Bidders satisfying the selection criteria at the pre-qualification stage of the process may be offered the opportunity of a site visit, if deemed necessary by the Contracting Authority. Subject to a sufficient number of satisfactory responses being received, a maximum of the top 5 ranked bidders will be invited to negotiate following the selection stage of this process, provided that the Contracting Authority, acting at its discretion, reserves the right to invite less than 5 bidders to negotiate. Each bidder must maintain the validity of its tender open for acceptance for a period of 8 months from the deadline for receipt of tenders to enable funding to be confirmed.
