Description of the goods or services required

Solar photovoltaic modules: Solar panel installation for solar energy – Grampian Housing Association Limited is about to embark on an exercise to procure the contracts through which solar photovoltaic (PV) array on residential properties owned by GHA, shall be procured.

The installations will be connected to the private electrical infrastructure at each property to offset the main utility electricity consumption and associated carbon dioxide emissions. All PV systems are to be Microgeneration Certification Scheme (MCS) compliant/accredited and will claim FIT for the energy generated.

The project will include tenant liaison for access: day to day management of installation programme and provision of briefing material.

The winning tender submission shall be selected based on a Prior Overall Weighting model (POW) used to evaluate submitted Prices and a short-list prepared for further stage evaluation of Appendix C Pricing Schedules and quality Method Statements based on the weightings: Price 80% and Quality 20%

The selected properties have had a desk-based feasibility study carried out and are deemed to have an accessible roof, with minimum shading and considered suitable, subject to on-site inspection for installation of a PV array of typically between 1.5kW – 4kW.

Total quantity or scope of tender

It is expected that the contract will be based on target completion of installation, connection and FiT Registration of up to 688 domestic properties prior to Friday 18th December, subject to inclement weather or other such unforeseen events not in the control of the contractor. Should such an event give rise to an inability to complete all installations and registrations in December 2015, the contract will not commit the client to payment for any installations and registrations after that date and the pricing agreed in the contract will not be affected by any reduction in the initial volume under such circumstances.

Notwithstanding this, should the level of Feed in Tariff (FiT) degression by Ofgem in the period January to March 2016 quarter be matched by an equivalent contractors reduction in the supply & install price of the contract in respect of any remaining installations to be carried out, it is considered that the contract will allow for the client to agree to instruct and pay for remaining installations to be completed.

The consenting and where required relevant DNO notification and application, design, supply, installation, testing, commissioning, set to work and handover of the PV systems at each property considered suitable to host solar PV array.

Interested parties must be Microgeneration Certification Scheme accredited (MCS) or have an equivalent and approved accreditation. Parties who do not provide evidence of their accreditation i.e. certification, membership details will be removed from the evaluation process.

Additional Information

Established in 1975, Grampian is a growing housing association based in the North East of Scotland. Through direct development and stock transfer, the Association now provides services to over 3,500 households.

The Association provide homes to meet the housing needs of a wide range of client groups, including single people, couples, families, older people and people with special needs and the developments will be fully occupied.

A suitably qualified contractor is required to support a full turnkey phased installation of solar photovoltaic (PV) systems to 688 geographically diverse individual home developments across Aberdeenshire with discretion by mutual agreement to include further properties owned by Grampian HA or other housing associations (which shall contract directly) up to a contract value not to exceed £5m.
