Scottish Autism is seeking to formally a) initiate a review of its operating model, supporting information systems and technology and b) to set out the design of an enterprise wide information architecture and governance model.

The RFI forms an outline brief of requirements for consideration by potential service providers. Scottish Autism are requesting responses from interested providers to include information on:

-Capabilities

-Qualifications

-Approach methodology

-Indicative costs

-Indicative timelines

Total quantity or scope of tender

The scope of the review is to set out a foundation and framework for a strategic business centric approach to enterprise wide information processing and management.

Scottish Autism’s Strategic Business Plan (2012-2015) includes a number of project/s to be assessed and/or conducted. An extract of the short ‘IT’ section:

-Identification of current and future key business processes and how they are /should be delivered

-Management information needs and how they should be captured & reported

-Identification and assessment of business applications needed (e.g. rota planning) and in place (e.g. Finance) and how they should be integrated

-Data storage and security requirements

-A central database and “data mine” for Knowledge Management to include Service User records

-Remote working with secure access to data and systems

-E-Learning

-Creating the statement of needs and proposing the solution(s)

The objective deliverables of the review are:

-An independent ‘helicopter’ review of its operations which will produce an enterprise wide perspective that cuts across business services, business processes, information, applications, and technology

-Assessment of current operating model and definition of potential advantageous changes

-Definition of outline requirements for activities (together with proven means) to align IT strategy and execution plans to functional business objectives and strategies

-A proposed methodology through which its organisation goals and objectives are addressed in a holistic way across all future IS/IT projects

-A business case for action (which may include proposals for producing detailed specifications of enterprise requirements and identification of best solution and implementation)
