RMG wishes to establish a framework panel of suppliers to cover the provision of IT related consultancy services across Royal Mail Group (RMG). This could include activities within any of the IT domains in the business units. The major part of the infrastructure is hosted by CSC but we have a multi supplier environment. Network services are provided by BT. It is envisaged that there will be several categories of consultancy, including, but not limited to, Business Integration, Technical Delivery, Information Security, Programme Management and Architecture.
It is envisaged that services could be required across all RMG business activities including back office services, logistics and supply chain systems activities and sales and marketing systems.

The tender document will be issued as mutiple lots. Vendors will be expected to indicate what areas of the required consulting skill and service set they can support and provide evidence. There will be a requirement for interfacing with existing access products.
Precise quantities required under this framework are unknown. Whilst it is anticipated the expenditure will be in the region of 10 000 000 GBP to 50 000 000 GBP (aggregate of all Lots for the duration of the contract), this is approximate only and the values will be to such a level as is considered necessary to provide suitable requirements for the term of the contract.

Requests to participate will be accepted from groupings of economic operators (consortia). In the event of a successful consortium bid, the Contracting Authority reserves the right to require groupings of entities to take a paticular legal form and/or require that a single consortium takes primary liability or that each member undertakes joint and several liability irrespective of the legal form adopted. Where a subsidiary company is used, the ultimate parent company may be required to provide a guarantee in repsect of the performance of the contract by the subsidiary before acceptance.

Information and formalities necessary for evaluating if the requirements are met: Applicants will be required to complete a pre-qualification questionnaire(PQQ). This is available via the electronic access to information address in I.1 above and must be returned by the date specified in this notice. Royal Mail will use its e-sourcing tool to conduct the procurement process and instructions will be provided to all Aplicants. It is important that Applicants express an interest promptly in order to give sufficient time for them to be registered and to complete the detailed PQQ before the closing date.

Information and formalities necessary for evaluating if the requirements are met: Royal Mail also has minimum requirements in respect of an Applicant’s annual turnover in relation to the relevant services to be eligible for each Lot (from between 1 000 000 GBP to 10 000 000 GBP) – please see the Lot Annexes and PQQ for details.

Within 2 working days you will be emailed your logon details to accesse-sourcing and that will shortly be followed by a second automatic email inviting you to participate in the on-line PQQ process.
Royal Mail will also send all organisations full instructions on how to participate in the online PQQ event.
Requests to participate must be made by supplying all of the information which is set out in section III.2 above. This information must be supplied by the date and time specified in IV.3.4 above. The Contracting Authority may require suppliers to supplement or clarify the information submitted under III.2 above and may also undertake its own audit of the supplier to verify the information provided.
Tenders and all supporting information for the contract must be priced in sterling and written in English.
Any agreement entered into will be considered a contract made in England according to English law and will be subject to the exclusive jurisdiction of the English courts.
Royal Mail Group Ltd is not liable for any costs incurred by those expressing an interest in tendering for this contract opportunity.
