Description of the contract

Southampton City Council invites expressions of interest for the provision of Kennel Services for Stray Dogs. The service is a statutory requirement to provide kennelling for dogs seized as strays by the Local Authorities for the statutory period of up to 7 days initially, during which the owner may reclaim the dog. After the 7 days dogs will continue to be kennelled for a period – rarely more than 8 days – while work is undertaken to try to rehome them. In a few cases dogs may need to be destroyed. The service is likely to require the processing of around 800 dogs per year. The requirement is split into two Lots. Lot 1 covers the full requirement and Lot 2 is more focused on providers that can act as a reception point, accommodating one or more dogs for a short turnaround. The framework will serve the needs of Southampton City Council, New Forest District Council, Winchester City Council and Eastleigh Borough Council.

Applicants will be required to apply via “Supply Southampton” website which can be accessed via, http://www.southampton.gov.uk/business-licensing/supply-council/supply-portal.aspx where you can register your details and access documentation. All documentation including questionnaires must be completed and submitted by no later than the time/date indicated. The Council undertakes to use reasonable endeavours to hold confidential any information provided in the proposal submitted, subject to the Council’s obligations under law, including the Freedom of Information Act 2000. If the applicant considers that any of the information submitted in the proposal should not be disclosed because of its sensitivity then this should be stated with the reason for considering it sensitive. The Council will then consider the sensitivity statement before replying to any request received under the Freedom of Information Act 2000.
