A list of all local authorities which may access the framework arrangement is noted at www.direct.gov.uk The Public Contracts Regulations 2015 apply to this procurement (the ‘Regulations’). The Councils are using the restricted procedure in accordance with Regulation 28 of the Regulations. Services of the nature of those covered by this procurement are designated as Schedule 3 Services (the Social and other specific services) under the Regulations and as such are not subject to the full requirements of the Regulations. The Councils are only bound by the application of the Regulations to the extent that they are applicable to the Schedule 3 services. The procurement is covered by Regulations 74 to 76 (the Light Touch regime). The Councils are not liable for any costs (including third party costs, fees or expenses) incurred by those expressing an interest or tendering for this framework opportunity. The Councils reserve the right to withdraw from or discontinue the procurement process, which shall include the right not to award as a result of this call for competition. Tenders and all supporting documentation for the framework must be in English and priced in sterling. Southwark Council strongly supports and implements its Fairer Future programme, details of which can be found on its website atwww.southwark.gov.uk For information about Lambeth and it‘s policies see www.lambeth.gov.uk Further details about both Council’s requirements linked to these programmes and other corporate policies are set out in the tender and framework documents.

Under the Public Services (Social Value) Act 2012, the Councils must consider:
(a) How what is proposed to be procured might improve the economic, social and environmental well-being of the area where it exercises its functions, and (b) How in conducting the process of procurement, it might act with a view to securing that improvement. Accordingly, the subject matter of the framework has been scoped to take into account the priorities of the Councils relating to economic, social and environmental and social characteristics in the evaluation criteria for the award of the contract.
