II.2.1)Total quantity or scope:

The overall estimated value of the Contract over the two year term of the Contact shall not exceed GBP 130 000 including VAT and expenses. The Fund reserves a right to extend the term of the Contract for up to a further 12 months and/or to add additional services of the same nature associated to the scope of the contract with the successful bidder at the tendered rates. The estimated value of the extension and/or additional services shall not exceed GBP 65 000 including VAT and other expenses.

III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers

Information and formalities necessary for evaluating if the requirements are met: Bidders must confirm that the circumstances set out in Article 57(1), (2) and 57(4) of Directive 2014/24/EU or Regulation 57(1) or 57(8) of the Public Contracts Regulations 2015 (as amended) do not apply. Bidders that do not confirm this will be excluded from the competition.

Minimum level(s) of standards possibly required: (1) Bidders are required to have adequate financial standing to perform the services without putting the Authority at risk. The financial ability of bidders will be assessed before their tender is evaluated as follows:

Failure to achieve this minimum requirement and pass the financial assessment shall result in the bidder being excluded from further participation in the tender competition.
(2)The Bidder’s Total Costs in Table A of the ITT for the services over the two year term of the Contract do not exceed GBP 130 000 (including VAT and expenses). Bidders whose costs exceed this amount will be excluded from further consideration in the tender process.

(1) Bidders will need to have a minimum of 3 years relevant experience successfully delivering similar projects. To support this bidders need to provide Evidence of 3 years experience of undertaking similar projects (similar in scale, value and complexity) successfully and supporting references demonstrating this.
The customer contact should be prepared to speak to the purchasing organisation to confirm the accuracy of the information provided.
