LSDN has been successful in Open and Competitive Tendering (OCT) to deliver education and training services on behalf of the Skills Funding Agency and has been engaged by the Skills Funding Agency to deliver and manage these services.
The Skills Funding Agency contract is administered and managed centrally at LSDN by a core function which is staffed by experienced, trained and appropriately qualified staff. This is funded through a central administration and management fund which all Alliance members contribute to as a percentage of each member’s allocated contract income, this fund is supplemented by Service Delivery Fees paid by LSDN sub-contractors who contribute to the delivery of the overall Skills Funding Agency contract, but who are not also members of the Alliance consortium.
LSDN wishes to invite existing Alliance members (partners) and new prospective providers (sub-contractors) to tender for the delivery of high quality Skills Funding Agency (SFA) education and training services for the 14/15 academic year.

LSDN is seeking applications to deliver provision under the following funding streams:

FUNDING STREAM: 16-18 Apprenticeships
FUNDING AVAILABLE: £135,000
ADDITIONAL CONDITIONS FOR FUNDING: Applicants must submit evidence of staff experience and qualifications for delivery of Functional Skills &/or GCSE qualifications.

FUNDING STREAM: 19+ Apprenticeships

In order to qualify and maintain eligibility for funding, all applicants (existing contract holders and new applicants) must satisfy the following organisational requirements:
i. Organisation must be listed on the latest available published register of training organisations (ROTO)
ii. Meet the requirements of the SFA financial health assessment
iii. Meet the requirements of the SFA quality indicators
a. Common Inspection Framework (inspection grades)
b. Minimum Standards (success rates)
iv. Agree, sign and comply with LSDN Service Level Agreement
v. Comply with SFA Funding Rules and general SFA funding guidance and requirements
vi. Submit a properly authorised and signed document retention and audit declaration
vii. Submit a properly authorised and signed group and/or director guarantee (as appropriate)
viii. Comply with minimum LSDN service level standards:
a. Attendance at mandatory LSDN training and information events
b. Timely submission of quarterly monitoring reports
c. Maintain acceptable levels of contract performance
d. Maintain acceptable levels of paperwork quality and compliance
e. Maintain acceptable levels of data accuracy and integrity
ix. Ensure appropriate evidence of learning activity (not just assessment), learner participation in learning and learner progress is available at all times for all funded learning aims.
