Symphony Housing Group is seeking to re-procure its panel of Legal Services providers and is inviting suitably qualified and experienced social housing legal firms to provide advice and guidance across the Group through a number of housing and regeneration related workstreams.
Legal firms interested in supplying the services specified in this document, should provide a response to the information requested in the Invitation to Tender document.
The agreement will be for a 2 year period commencing spring 2016, with an option to extend for a further 2 years.
The closing date for submission of documents is 5.2.2016 @ 12 noon.

Service Aims and Scope of Services:
The following section provides details of the service aims, the structure of the panel and the scope of services that the Group are aiming to achieve.
1. Service Aims:
1.1 Symphony Housing Group is looking for firms which are able to:
— provide technically excellent Legal Services and Legal Advice;
— demonstrate extensive experience of working with Registered Providers;
— demonstrate their ability to deliver excellent service standards;
— show creativity and innovation in the provision of Legal Services.
— support and work in partnership with the Group’s in-house Legal Department.
1.2 In light of the provision of Legal Services to the Group you should be able to:
— advise on risks which the Group may face;
— provide advice which focuses on solutions to problems;
— deal with claims brought by others against the Group together with advice on the most appropriate way of dealing with claims;
— provide training for Staff and Board Members as appropriate;
— deal with changes to legislation regulations or policy and update the Group and its staff;
— provide other services as required from time to time by the Group.
2. Panel Structure
2.1 The Group intend to appoint a panel of successful firms to provide services across 6 workstreams:
— Housing, Leasehold & Asset Management.
— Property, Development & Regeneration.
— Commercial, Contract and Procurement.
— Corporate, Governance & Regulation.
— Finance.
— Human Resources.
2.2 Up to 3 of the highest ranking firms in each workstream will be appointed to the panel.
2.3 Those firms who bid for all Lots and are successfully appointed on 4 or more individual Lots, may be appointed to all Lots irrespective of their scoring.
3. Scope of Service.
3.1 The Group is seeking to select law firms that can provide comprehensive legal services in all 6 work streams or for individual work streams. The nature of the Groups social housing work means that certain projects may require services from more than one work stream and preference on referral will be given to firms that can provide the most comprehensive and economically advantageous service.
