CHIC is acting as a Central Purchasing Body (as defined in the Public Contracts Regulations 2015) for the purpose of undertaking this procurement exercise and concluding framework agreements with each successful applicant. CHIC is also a member of Re: Allies Works Ltd (‘Re:Allies’) (company number 08902601) whose registered office is at Duckworth House, Lancastrian Office Centre, Talbot Road, Old Trafford, Manchester M32 0FP and it is intended that the framework agreements resulting from this procurement will be accessible to all current and future members of Re:Allies (who are currently CHIC, Efficiency North and Procure Plus Holdings Ltd). Details of the Members can be found in Section VI.3) Additional Information and Annex 1.
The Members wish to enter into a framework agreement with a number of legal advisers in relation to Lots 1E, Lot 1W, Lot 2E, Lot 2W, and Lot 3E and Lot 3W (where ‘E’ indicates a regional Lot for the whole of England, and ‘W’ indicates a regional Lot for the whole of Wales).
The Members intend to appoint suppliers to each Lot capable of providing high quality commercial and practical advice and assisting Members to reduce their legal spend. It is an objective of this tender that the Members will achieve better value, enhanced service delivery and more efficient management of matters outsourced to external solicitors.
Between them the Members of CHIC own and/or manage approximately 500,000 properties, located throughout England and Wales.

Based on a spend analysis of a selection of current CHIC members, it is established that the legal spend per annum equates to an average of £55 per unit of housing stock. This procurement process seeks to establish a framework arrangement that is potentially available to a large number of social housing providers, and as it is a new arrangement it is difficult to predict the level of use with any certainty. To assist Organisations in determining whether to apply for this opportunity, the potential level of interest based on the number of units and potential use by those eligible to use the frameworks has been estimated using different scenarios shown in the PQQ document.
The potential spend on the framework agreement established through this procurement process has the potential to reach £70 milllion over the life of the framework.
