Recreational, cultural and sporting services. Maldon District Council requires a partner organisation to deliver leisure and cultural services within Maldon District. This will include the investment in and direct management of a number of existing facilities and potential for new facilities to be included. The contract will be awarded for a period of up to 20 years subject to the outcome of the competitive dialogue process.

The Authority requires a partner to deliver leisure services in the district of Maldon. The facilities to be included in the partnership are;
— Blackwater Leisure Centre,
— Dengie Hundred Sports Centre and/or Ormiston Rivers Academy Community Sports Centre.

The Authority is seeking investment in the facilities as well as the management of the facilities and may add additional facilities or services into the contract, such as visitor centres and parks, other leisure and cultural facilities and services, or other dual use facilities.

Information and formalities necessary for evaluating if the requirements are met: The Authority will apply all the offences listed in Article 45(1) of Directive 2004/18/EC (implemented as Regulation 23(1) of the Public Contract Regulations (PCR) 2006 in the UK) and all of the professional misconducts listed at Article 45(2) of Directive 2004/18/EC (see also Regulation 23(2) in the PCR 2006) to the decision of whether a Candidate is eligible to be invited to tender.

To express an interest and register your attendance at the bidders open day (scheduled for the 13.12.2012), please email leisure.contract@maldon.gov.uk and reference your email to this notice. A pre qualification questionnaire will then be sent to all who express an interest. The deadline to express an interest is 15:00 hours on the 31.1.2013, please note this date is also the deadline for the return of the pre qualification questionnaire.
