Dartford Borough Council is looking for a commercial partner with flair and imagination to be part of a bright future for the Acacia leisure venue.
Initially part of the Wellcome Foundation’s sports and social club, the site was acquired by the council in 2005. It includes a magnificent Georgian mansion house with riverside lawns and a marquee, which has been a popular weddings venue for many years, and a period ballroom with a bar, which is used for functions and entertainment.
The council wishes to find an operator with whom to develop the full commercial potential of these facilities and share the commercial reward. This is a rare opportunity for a company with vision, business acumen and determination to succeed.
The council may be willing to make a modest upfront investment in the site, so that it is fit for purpose. It thinks there are opportunities to develop and improve the facilities further, to unleash more commercial value. It is inviting proposals from commercial operators as to how this can best be done.
This commercial opportunity is initially for the mansion house, marquee, ballroom and bar. Other parts of the Acacia site will be operated under separate arrangements not covered by this tender. However tenderers may express interest in these other facilities in their tender submissions.
Acacia is ideally placed for leisure use. It is on the edge of a bustling town centre, and yet it enjoys an intimate setting among willow trees on the bank of the River Darent, overlooking Central Park.
The mansion house is the centrepiece of the Acacia site.  It is licenced for weddings and civil ceremonies, as is the gazebo on the lawn outside. Next to the mansion house is a permanent marquee with a bar and dance floor, which can seat 160 wedding guests.
The ballroom is also used for weddings, functions and banquets, and is a perfect venue for music and entertainment. It has a bar and a fully equipped commercial kitchen, and a separate lounge bar downstairs.
The council is looking to grant a concession contract to operate these facilities on the basis of a fixed price and profit-share arrangement. The concession will be for six years and 364 days, commencing on 1 April 2013. The concessionaire will be offered a lease and will be expected to take on the running costs of the premises.
The council hopes to appoint a concessionaire by 30 September 2012. The successful concessionaire will then help the council to plan the transition from the existing business arrangements, which terminate on 30 November 2012, to the launch of the new venture in April 2013.
During this transitional phase the concessionaire will work with the council on the branding and marketing of Acacia. Essential works will also be carried out in this period. The concessionaire will be able to take orders for new business, so that when the business is relaunched in April 2013 there is a revenue stream.
The premises have clear potential as a weddings and functions venue. However the council does not wish to restrict proposals, and encourages other ideas which would add commercial value to the operation, especially where these would also add to the vibrancy and vitality of the town centre. However, tenderers should note that there are constraints affecting the use of the site.
