The London Borough of Barnet (‘the Council’) is seeking a Leisure Partner to enable the Council to effectively and efficiently manage Barnet leisure facilities, balanced by securing and sustaining a positive annual revenue position for the Council. Our vision is to ‘create a more active and healthy borough’ and a future Leisure Centre Management Contract reinforces this approach. A range of public health outcomes will be integrated into a future contract to enhance the connection between physical activity, sport and health.

A Leisure Centre Management Contract will require facility management, operation and programme delivery of five existing leisure centres and two new proposed leisure centres, due to open by 31.3.2019.

The contract may involve providing leisure programmes using the council’s own parks, green spaces and/or local assets.

Only those applicants that pass through the pass/fail questions will be assessed against the additional questions and a minimum of three (3) and maximum of five (5) highest scoring Applicants will be invited to proceed to the stage 2 first competitive dialogue stage of the competition (Invitation to Submit Outline Solutions).

This procurement is following the Public Contract Regulations 2015 (as amended) in accordance with The Light Touch Regime in Regulation 74 to 76 and all potential bidders will be required to complete the Supplier Questionnaire as part of the prequalification process.

The services covered by this procurement are predominately classified as ‘Light –Touch Regime’ services under Public Contracts Regulations 2015 (as amended) and the Directive they implement. The Council will be conducting the competition along the lines of a ‘competitive dialogue procedure’ similar to that set out in Regulation 30. However, the Council reserves the right to depart from the formalities of Regulation 30 in using the flexibilities permitted in Regulation 76 in conducting Light Touch Regime award procedures.

The contract will be subject to a 5 year extension option.
