Background
In October 2013, Cabinet approved the Birmingham Housing Growth Plan which supports the Birmingham Development Plan and set out the challenges faced by the Council in providing enough homes for a growing city. It recognizes the rapid growth of the private market rented sector. The Plan notes that this tenure has the potential to make a significant contribution to the housing targets and that the Council has a role to play in positively supporting the growth of this market. It considers that there is an opportunity for the Council to lead by example and act as a developer of private rented homes which also offers the opportunity to drive up the quality of accommodation in this sector encouraging an improved housing offer.
On 8.12.2014 Cabinet approved the establishment of a wholly owned company to assist in the delivery of the Council’s housing development and regeneration objectives.
The Embankment project is the first PRS scheme for INReach and will provide tenancies on an assured short-hold basis at market rents. It is therefore of great importance to the Council and high profile.
Scoping
The Scope of work is for the appointment of a Manager to undertake the Letting, Management and Maintenance of a new-build development of 92 apartments to be known as ‘Embankment’. The Development to be at the junction of St Vincent Street and Lighthorne Avenue, City, Centre, Birmingham, B16 8ER.
Time-scales
The contract duration is to be for 3 years in total with an option based upon performance to extend for a further 2 years.
The Construction Contract for the new build development is currently in the process of being awarded with an expected Autumn 2017 handover date.
BCC will be using its e-tendering system (in-tend) for the administration of this procurement process and providers must register with the system to be able to express an interest.
