The contract shall run from 1.4.2016 to 31.3.2019, with the option a further 2 year extension. There will be a break clause within the contract for an analysis of the works carried out thus far after 2 years.
The works require the Contractor to undertake servicing and maintenance of passenger lifts, goods lifts, platform lifts, stair lifts and escalators.

Place Partnership Limited, on behalf of Worcestershire County Council, need to establish a lift maintenance service contract for all properties for which Worcestershire County Council is responsible. The contract shall run from 1.4.2016 to 31.3.2019, with the option a further 2 year extension. There will be a break clause within the contract for an analysis of the works carried out thus far after 2 years.
The works require the Contractor to undertake servicing and maintenance of passenger lifts, goods lifts, platform lifts, stair lifts and escalators.
The Contractor shall be required as part of the contract to provide hard and soft copies of the Lift Service Report.
Notwithstanding the above, the Contractor must comply and submit the appropriate reports in the established format of the following regulations:

Reference is made to LEIA Maintenance Code of Practice 2013.
The works shall be carried out by experienced and qualified operatives capable of all works listed in the specification.
With reference to call-outs (emergencies and breakdowns), the response time will be between 1 hour and four hours depending on the building and nature of the call-out. The resolution of the defect is expected to be resolved in 48 hours.
There are 120 lifts within Worcestershire County Council’s portfolio located in various properties from nursery to high schools, office buildings, museums, youth centres, day centres, residential homes and libraries. Worcestershire County Council are responsible for carrying out maintenance to these lifts.
This contract however is also open to the partners within Place Partnership Limited.

Information and formalities necessary for evaluating if the requirements are met: Contractors wishing to be considered for inclusion in the tender process must first complete and return a request to participate questionnaire by the date and time in para IV.3.4. The questionnaire can only be obtained by registering onto Worcestershire County Council’s e-tendering portal (www.worcestershire.gov.uk/tendering) and then follow onto the Building and Maintenance section. The information in the questionnaire shall form the basis for the selection of service providers to be invited to tender.

The contract will be awarded to one contractor. The contract to be formed will be using the Worcestershire County Council’s General Preliminaries and JCT MTC/G 2011 Measured Term Contract, Guide 2011.
The successful contractor will need to meet the criteria of being fully registered with Constructionline at a cost to themselves and remain a member for the duration of the contract and possess Acclaim, CHAS or SAFE Contractor health and safety accreditation.
Contractors are require to be a member of the LEIA.

Conforming tenders to be submitted. Thereafter, variants may be offered but the contracting authority does not bind itself to accept any variants. The contracting authority reserves the right not to award a contract or to award any option(s) it so wishes. Contractors selected to submit a tender should not assume that their selection implies any recognition or acceptance of their suitability to undertake the contract. In the event of the tender response being inadequate, in either the number of bids received or the quality of bids received, the contracting authority will move automatically to the negotiated procedure without a further notice.
Place Partnership Limited reserves the right to cancel this procurement at any stage and not to award a contract.

Contractors wishing to be considered for inclusion in the tender process must first complete and return a Pre-Qualification Questionnaire by the date and time in para IV.3.4. The Questionnaire and supporting documentation can be obtained from Worcestershire County Council e-tendering portal located on the website (www.worcestershire.gov.uk/tendering). The relevant documents are the PQQ, Appendix A, Appendix B, Appendix C and Label.

Contractors must be registered on the Worcestershire County Council tendering portal in order to access documents. Once logged in, the documents referring to this particular contract can be located under Building and Property Maintenance. The information in the PQQ shall form the basis for the selection of service providers to be invited to tender. In order to streamline the PQQ stage, we have adopted the Construction line methodology for demonstrating financial risk. Existing Constructionline members will only need supply their registration number and complete the supplementary questions on the PQQ as outlined in Appendix B. Contractors not registered with Constructionline will not be precluded from expressing an interest in this contract notice but will need to demonstrate that they can meet and pass the requirements of the evaluation criteria, be required to complete the full PQQ and then agree to register with Constructionline should they be awarded the contract and remain registered for the duration of the contract.
The contract will be awarded to one contractor. The contract to be formed will be using the Worcestershire County Council’s General Preliminaries and JCT MTC/G 2011 Measured Term Contract, Guide 2011.
Due to delegated budgets, schools will have the right to choose whether to sign up to the contract for their site. Place Partnership Limited has the right to accept tenders for work in any category or a combination as deemed appropriate.
Other Public Sector bodies that may opt to make use of this contract include Warwickshire Police, West Mercia Police, Hereford and Worcester Fire and Rescue Service, Worcester City Council and Redditch Borough Council.
