Norfolk County Council, as contracting authority on behalf of Intran, wish to establish a multi provider framework agreement for the provision of interpreting, lipspeaking, translation and related communication services in the Eastern region and surrounding counties as described in the tender documentation. Applicants are invited to complete this Pre-qualification questionnaire so that we may select appropriate providers to invite to tender. The requirement is broken into five Lots:
1 — British Sign Language and Lip-speaking.
2 — Face to Face Interpreting (English-Foreign Languages).
3 — Telephone interpreting.
4 — Written Translation and Braille.
5 — Video Remote Interpreting (VRI).

The initial framework term will be 3 years. The Council, in conjunction with INTRAN, and at its own discretion, may extended the framework by a further 12 months.
It is expected that two suppliers will be appointed to the framework for each of Lots 1a to 1f and 2a to 2f. For Lots 3,4 and 5 a single supplier will be appointed to each Lot

Precise information on deadline(s) for lodging appeals: Precise information on deadline(s) for lodging appeals: The Public Contracts Regulations 2015 (as amended) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
Proceedings must be brought within 30 days from the date of knowledge (the date on which the economic operator first knew or ought to have known that grounds for starting the proceedings had arisen) unless the Court considers that there is good reason for extending the period within which proceedings may be brought, in which case the Court may extend that period up to a maximum of 3 months from the date of knowledge.
