Provision of South Reading Fasttrack bus services for route numbers 40-42, 50-53, and provision of Nighttrack bus services for route numbers N5-N33. Days of operation Monday to Saturday, plus options to cover certain public holidays. Currently approximately 37 000 passenger journeys per month. For illustrative purposes it is estimated that the potential total annual value is 1 350 000 GBP over a term of 5 years, with an option to extend by up to a maximum of 3 years, as specified in the range below.

All payments under the contract shall be made in pounds sterling (GBP). Actual method of payment to the contractor will be indicated in the Invitation to Tender (ITT) documentation.

Description of particular conditions: The successful contractor must hold and maintain throughout the life of the contract a valid PSV Operator’s Licence.

Information and formalities necessary for evaluating if the requirements are met: The Authority will apply all the offences listed in Article 45(1) of Directive 2004/18/EC (implemented as Regulation 23(1) of the Public Contract Regulations (PCR) 2006 in the UK) and all of the professional misconducts listed at Article 45(2) of Directive 2004/18/EC (see also Regulation 23(2) in the PCR 2006) to the decision of whether a Candidate is eligible to be invited to tender.

Candidates who have been convicted of any of the offences under Article 45(1) are ineligible and will not be selected to bid, unless there are overriding requirements in the general interest for doing so.

During Phase 1 the Council will use selection criteria that demonstrates that the contractor has the experience and capability to deliver the requirements of the contract. During Phase 2 the Council will use evaluation criteria to assess and score tenders. Tenders submitted which are deemed not to have met the minimum standards during Phase 1 will be rejected and therefore not accessed in Phase 2 and will not be eligible for any contract award.
