The main site or place of performance for this contract is various locations within the London borough of Merton.

II.2.4)Description of the procurement:

The London Borough of Merton seeks expressions of interest from suitably qualified contractors for the provision of highway works and service contract within the borough. The contract will be for an initial 7 year period with option to extend for an additional 3 years subject to satisfactory performance.

The procurement option used is the restricted procedure. It is a 2 stage process, with the first stage comprising of compliance and selection criteria and the second stage — award stage, comprising of weighted quality statements and price. The award criteria (quality and price) is weighted as 40 % quality and 60 % price. Only selected tenderers who have been deemed successful in the first stage will be taken to the next stage. A minimum of 5 and maximum of 6 highest scoring tenderers will proceed from the first stage (selection stage) to the second stage (award stage), except where the number of interest is less than 5 or multiple tenderers have same scores.

Objective criteria for choosing the limited number of candidates:

The council’s objective for taking through limited number of candidates is to ensure only contractors that can potentially deliver the scope of the contract in its entirety are invited to the second stage (ITT).

LBC proposes to take a minimum number of 5 and maximum number of 6 highest scoring tenderers from the SQ stage to the ITT stage, except where the number of interest expressed is below the minimum required or where multiple tenderers have the same score during the SQ evaluation, thereby taking the numbers to go through to ITT more than 6.

III.2.2)Contract performance conditions:

The London Borough of Merton intends to use the NEC4 type contract (and additional Z clauses) for the delivery of this contract. The contract has performance clause built into it and successful contractor is required to adhere to the conditions of contract as stipulated within the entire contract and in accordance with the requirement of the SQ and ITT documents as published, including all clarifications during the tender stage.
