The Council is looking to appoint a number of contractors to a Low Value Construction Projects Framework Agreement. The Framework will consists of 2 lots. Lot 1 will be for Works Contracts with a value of 50 000 GBP to 250 000 GBP and Lot 2 will be for Works Contracts with a value of 250 001 GBP to 500 000 GBP. It should be emphasised that no contract value awarded through the framework will exceed 500 000 GBP.
Interested parties should be aware that the Council is not looking to appoint individual trades contractors.
The Framework Agreement would suit general building contractors and similar.

Description of particular conditions: Under this Framework the contractors and its supply chain will be required to actively participate in the achievement of social objectives relating to participation in skills development, employment and training programmes within the locality of the contract in accordance with the London Borough of Barking and Dagenham’s Employment and Skills Strategy and other added value contributions by the contractor and its supply chain in order to support community programmes promoted by the London Borough of Barking and Dagenham and other participating councils. Accordingly the contract performance may relate in particular to secondary considerations.

III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers

Information and formalities necessary for evaluating if the requirements are met: The Authority will apply all the offences listed in Article 45(1) of Directive 2004/18/EC (implemented as Regulation 23(1) of the Public Contract Regulations (PCR) 2006 in the UK) and all of the professional misconducts listed at Article 45(2) of Directive 2004/18/EC (see also Regulation 23(2) in the PCR 2006) to the decision of whether a Candidate is eligible to be invited to tender.
