Project Name: Data Technology Institute (DTI).
Estates Development Manager: Jane Johnston.
Project Manager: Ross Hamilton.
Construction cost (excluding VAT): 28 000 000 GBP.
Main Contract type: Traditional contract.
Anticipated start on site date: December 2015.
Anticipated construction length: 21 months.
Award criteria: 80 percent Cost (tender) vs 20 percent quality (ITT and Interview).
2. The Project Brief.

The Data Technology Institute is to be the 3rd and final phase of the Potterrow development — the first 2 phases having been constructed and completed in 2008. The completed buildings as part of the first two phases have won numerous awards and are generally regarded as flagship buildings within the University’s estate.

The University requires a building which:
— Is of a high quality,
— Reflects the stature and principles of the Institution,
— Improves visibility of the University to the city,
— Facilitates the exchange of knowledge and fosters interaction,
— Provides an appropriate level of functional performance,
— Provides a comfortable internal environment for building users,
— Is durable and cost efficient to maintain,
— Is adaptable and suited to academic space but not too specific.
The space specifically required for the building ranges from individual offices, open plan offices, shared support space, laboratories, seminar space and cafeteria space.
The overall identity of the building should be a lively, well connected, accessible and high quality space. The new building will be physically connected to the earlier phases allowing connections throughout the completed Potterrow development. At the centre of the scheme a new courtyard will be created.
3. Overview of Procurement Exercise.
As a first step to awarding the main contract for this project, this pre-qualification questionnaire (PQQ) has been drafted in order to assess the quality of the companies who are seeking the appointment.
The PQQ is marked out of 60 and the highest 6 companies will be invited to tender.
