Belfast Health and Social Care Trust (the Contracting Authority) is seeking to establish a Contract for Maintenance and Testing of Fire Alarm Systems and DRAX Communications Systems. This includes:
— Routine service and repairs of Fire Alarm Systems;
— Routine service and repairs of Drax Communications Systems;
— Testing Fire Alarm Systems and Drax Communications Systems;
— Training.
It should be noted that the contracts awarded may be modified as required, from time to time, to take account of ongoing BHSCT requirements for maintenance of systems covered by the contract. By way of explanation, as per the terms and Conditions of the contract, equipment may be added to or be removed from the scope of the Contract as required by BHSCT. It may also be necessary to increase or reduce the frequency of routine service visits for certain systems if deemed necessary by BHSCT.
Where necessary, the value of Contract will be adjusted in accordance with the method described in SCC2 Special Conditions of Contract, clause 14.2.

Maintenance and Testing of Fire Alarm Systems and DRAX Communications Systems throughout the Belfast Health and Social Care Trust area. The contract shall be awarded in its entirety to a single contractor.
The Trust has decided not to split the tender into lots due to the following factors:
— Complexity and interdependency of the systems involved;
— Criticality of the Communication system for Critical Alarms and its links with the Fire Alarm System;
— Management of the contract and associated information;
— Consistency of approach and ultimately affecting patient safety.

Range: between 2 500 000 and 7 500 000 GBP

The Contracting Authority shall enter into a Contract with each of the appointed Economic Operator. Contract details of shall be included in the Invitation to Tender (ITT) document. The various Contracts shall be governed by the laws of Northern Ireland and any dispute arising out of this procurement will be subject to the exclusive jurisdiction of the Courts of Northern Ireland.

Precise information on deadline(s) for lodging appeals: Belfast Health and Social Care Trust will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into
