Reading Borough Council is inviting expressions of interest from experienced contractors to undertake its annual programme of highways resurfacing during the period August to September 2015.

The scope of the contract is to carry out highways resurfacing and ancillary works to the Council’s road network including the removal of existing surfaces, machine planing to various depths, provision and laying of surfacing materials, removal and replacement of kerbs and edgings, laying of high friction surfacing and all traffic management issues associated with the works.

The successful contractor will be required to undertake an identified programme of works designed to meet the deadlines set by the Council. A list of designated roads identified by the Council will form the bulk of the annual programme with a number of reserve schemes, the volume of these reserve schemes however cannot be guaranteed.

The contract, which is expected to start on 18 August 2015, will be for a period of six weeks and all resurfacing works must be completed by 29 September 2015. The estimated total value of the contract is circa £525,000.

This is a competitive procurement exercise being conducted in accordance with the Council’s Contracts Procedure Rules. The works are to be procured under an open procedure and organisations interested in expressing an interest should download the Invitation to Tender (ITT) documentation which is available on the South East Business Portal see documents attached below, and complete as instructed.

Please note: you must register your interest via the South East Business Portal and/or directly by e-mail to: resurfacing@reading.gov.uk, quoting Contract Reference Number WKC048, and by completing the Intend to Respond Form within the ITT document if you intend to submit a tender; we will acknowledge receipt. The Portal is free of charge – to register please follow the supplier registration guidance which is available on the Portal. If your organisation has not registered an expression of interest we will not be able to send you any amendments to the ITT documents, or send you responses to requests for ITT clarification from other potential candidates. You are advised to register your interest in this opportunity if you wish to be automatically supplied with any supplementary information. Any further information, such as ITT clarification questions and responses will be uploaded to the South East Business Portal. The ITT documents will be available for download from the South East Business Portal up until the closing time and date for ITT submissions, it is the organisation’s responsibility to ensure that they download the documents in ample time to ensure that they can be completed and returned, along with supporting documents, prior to the closing time and date stipulated.

The closing date and time for receipt of the tender is Friday 10 July 2015
at 12.00 noon. Tenders must be completed and submitted in hard copy and returned to the following address using the tender return label provided within the ITT document:

Reading Borough Council does not bind itself to accept the lowest or any tender subsequently received and does not bind itself to enter into any contract as a result of the publication of this notice and will not, under any circumstances, have any liability for any costs any person responding to this notice incurs in any part of the tender process.

Requests for clarification of the ITT documentation must be received in writing by e-mail to:
resurfacing@reading.gov.uk, no later than: 3 July 2015 at 17.00 hours

The time limit for accessing and downloading the ITT documentation from the South East Business Portal is: 9 July 2015 at 23:59 hours

The time limit for receipt of the completed tender document is: 10 July 2015 at 12:00 hours
