Description of the contract

Government continues to face significant challenge within the context of financial constraints and the wider reform agenda, and they are – as a consequence – making significant changes to the way they operate. Through all of the audits we do, this presents the NAO with a real opportunity: to have greater impact in this challenging and changing environment, to be authoritative – raising our profile and directly increasing our influence whilst demonstrating a clear focus on relevant issues. Increasing our influence and impact with our external stakeholders and clients therefore continues to be a key element of the NAOs 2015-16 to 2017-18 strategy. To maximise our influence, we want our audit teams to continue to strengthen their effectiveness in the way they engage clients in order to achieve greater impact and influence with government. We want to see teams continue to improve their understanding about their audit clients and their business, to be up to date with their perspective and issues they face and be making the best judgements on both strategic and tactical client engagement choices. We are organised into 6 client facing clusters (business operating units) with each cluster (made up of Directors and their teams) focusing on key groups of clients which face similar strategic and operational challenges. Each Cluster is accountable for the effectiveness of their engagement with clients and also relevant stakeholders. We have variable performance across clusters and also variability in experience and also how much focus or priority is given to client engagement. This requirement supports our strategic priorities by helping Cluster colleagues and their teams improve performance in the following areas:- •stakeholder analysis and mapping •understanding the client and how organisation’s work•developing engagement strategies•building business relationships and strategic networks•persuading, influencing and achieving sustainable impact•innovation to improve how we work and do business to improve our effectiveness in business relationship managementWe are conducting this tendering exercise to secure a Strategic Client Engagement programme that helps drive progress quickly in how we work and generates innovative ways for us to achieve our business objectives more quickly and in an affordable way.
