MAG is considering purchasing both Hard and Soft Facilities Management Services. Soft Facilities Management Services will include (but is not limited to):
1. Cleaning;
2. Waste collection and management;
3. Hygiene and pest control;
4. Horticulture and landscaping;
5. Winter maintenance and Hard Facilities Management Services will include (but is not limited to):
i. Building/Office maintenance;
ii. M&E engineering services;
iii. Heating ventilation and air condition;
iv. Fixed wire testing;
v. Uninterrupted power systems;
vi. Plumbing;
vii. Life safety systems;
viii. Building management systems;
ix. Lightening protection systems.
It is the intention of MAG to award a contract(s) for a period of 8 years (5 years + 3 years) for Soft and/or Hard Facilities Management Services at the following Airports within the Group: Manchester Airport; Stansted Airport and East Midlands Airport.
A Lot Matrix has been established as set out in the PQQ.
Applicants are asked to determine whether they wish to submit PQQ responses on the basis of providing the following services:
(a) On individual lot(s);
(b) On single service delivery across all geographies (i. e. all the hard FM services or all soft FM services);
(c) On combined services at specific geographies (East Midlands, Manchester, and/or Stansted per airport, or more than 1 airport);
(d) On grouped services (i. e. all lots).
The aim of this pre-qualification process is to create a Tender list of a minimum of 3 (three) Suppliers per lot who have suitable experience and capability to deliver the requirements of each lot.
The Applicants short-listed from the pre-qualification process will be invited to participate in a tender process, via the Invitation to Negotiate (ITN), that will identify a Bidder and/or Bidders who has/have submitted the most economically advantageous tender/s (MEAT).

Precise information on deadline(s) for lodging appeals: In accordance with the Utilities Contracts Regulations 2006, The Manchester Airport Group PLC will incorporate a minimum 10 calendar day Standstill Period following electronic notification (Minimum of 15 calendar days for any other means of communication) to unsuccessful applicants of the award decision. This period allows unsuccessful bidders to consider the award decision and highlight any errors in the award process. If an appeal regarding the award of a contract had not been successfully resolved, the Utilities Contracts Regulations 2006 provide for aggrieved parties who have been harmed or are at risk of a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought generally within 30 days from the date of notification of the award decision.
