Manchester Airport Plc (MA), part of the Manchester Airports Group, wish to procure a Managed Service Provider in respect of their 10 year capital investment programme which aims to transform Manchester Airport (the Manchester Transformation Programme or MTP). It is intended that the MTP will position the airport as the ‘Northern Gateway’ and create a modern transport hub. The MTP includes, but is not limited to: expansion of Terminal 2 building, 3 Nr new piers including air bridges, new stands and taxiway developments, new multi-storey and surface car parks (to primarily replace displaced parking due to apron redevelopment), and the relocation of existing facilities. MTP is aimed at delivering light, bright, modern facilities with the ability to accommodate future growth in line with the MTP.
MA wishes to commission a Managed Service Provider who will have overall responsibility for the management and delivery of the MTP. Its role is to include: Programme and Project Management, Project Control and Programming, Quantity Surveying, Cost and Commercial Management, Contract Administration, Procurement and Contract Formation, Knowledge and Document Control, Programme Administration, Risk and Opportunity Management. The MSP may also be required to carry out Architecture and/or Multidisciplinary Engineering Services and such other services as may be required in order to facilitate the successful delivery of the MTP. The Managed Service Provider will be required to fully integrate and co-locate as appropriate with Manchester Airport’s own internal project team.
The Managed Service Provider will also work with MA’s Design Team.
MA intends to conduct an Industry Day which will be held on 16.6.2015 at 15:00 at the Runway Visitor Park, Manchester Airport. Those wishing to attend the event should register their interest by emailing the contact point identified at Section I.1.

II.2.1)Total quantity or scope:

MA wishes to procure a Managed Service Provider for the MTP — the gross construction value for which is circa 650 000 000 GBP (excluding inflation).
MA has separately commissioned an interim team (including an interim Managed Service Provider) and it is anticipated that this interim contract will remain in place until 30.11.2015. Part of the role of the Managed Service Provider will therefore be to integrate with the interim team. More details are given in the Project Information Memorandum which can be obtained by registering interest by emailing the contact point at I.1.
The appointment will be for a period of circa 10 years to the expiry of the defects liability period (DLP) for the construction elements of the MTP. Given that the date of expiry for the DLP is not yet known, it is not possible at this stage to ‘fix’ the term of the MSP contract.

Consortia tenders are acceptable, however MA reserves the right to require groups of consultants to take a particular legal form or require a single consultant to take primary liability and/or require that each party provides joint and several liability. MA reserves the right to not award any or part of this contract.
All dates, values and time periods specified in this notice are only provisional and MA reserves the right to change these.
MA shall not be responsible for any costs, charges or expenses incurred by candidates or tenderers and accepts no liability for any costs, charges or expenses, irrespective of the outcome of the competition, or if the competition is cancelled or postponed.
