MA wishes to commission a Managed Service Provider who will have overall responsibility for the management and delivery of the MTP. Its role is to include: Programme and Project Management, Project Control and Programming, Quantity Surveying, Cost and Commercial Management, Contract Administration, Procurement and Contract Formation, Knowledge and Document Control, Programme Administration, Risk and Opportunity Management. The MSP may also be required to carry out Architecture and/or Multidisciplinary Engineering Services and such other services as may be required in order to facilitate the successful delivery of the MTP. The Managed Service Provider will be required to fully integrate and co-locate as appropriate with Manchester Airport’s own internal project team.
The Managed Service Provider will also work with MA’s Design Team.
MA intends to conduct an Industry Day which will be held on 16.6.2015 at 15:00 at the Runway Visitor Park, Manchester Airport. Those wishing to attend the event should register their interest by emailing the contact point identified at Section I.1.

MA has separately commissioned an interim team (including an interim Managed Service Provider) and it is anticipated that this interim contract will remain in place until 30.11.2015. Part of the role of the Managed Service Provider will therefore be to integrate with the interim team. More details are given in the Project Information Memorandum which can be obtained by registering interest by emailing the contact point at I.1.
The appointment will be for a period of circa 10 years to the expiry of the defects liability period (DLP) for the construction elements of the MTP. Given that the date of expiry for the DLP is not yet known, it is not possible at this stage to ‘fix’ the term of the MSP contract.

All dates, values and time periods specified in this notice are only provisional and MA reserves the right to change these.
MA shall not be responsible for any costs, charges or expenses incurred by candidates or tenderers and accepts no liability for any costs, charges or expenses, irrespective of the outcome of the competition, or if the competition is cancelled or postponed.
Bidders can obtain the PQQ by emailing the contact point at I.1 to register interest. When requesting the Pre-qualification Documents, please specify a contact name, phone number, email address and full company name. MA Procurement and Contracts will respond and issue login details for our e-procurement system which will allow interested parties to download both the PQQ and PIM. Bidders are responsible for monitoring the portal.
MA intends to hold an Industry day. This is currently scheduled for 16.6.2015 at the Runway Visitor Park. Those registering interest will be given full details of the Industry day.

Please note, MA reserves the right to down select bidders during the negotiation stage (the basis for which will be discussed in more detail in the Invitation to Negotiate which will be issued to pre-qualified Bidders). MA reserves the right to negotiate with a single Bidder.
