The service provides manned guarding to approx 50 individual sites with alternating hours of cover and different levels of service comprising of front of house, concierge duties, staff support and void properties.

All sites are different amounts of hours and some are 24 hours cover also temporary watch cover is part of the contract to supply cover as and when required on a shorter-term basis. This includes 24 hours static cover of New Smithfield Market.

On average the Specialist markets require cover for around 250 days per year.

Security Staff would be expected to engage in Market planning and de-briefings and have input into the appropriate level of security into an event. Staff would also appraise security cover for an event and advise of any adjustments required on a daily basis or in anticipation of other events occurring i.e. home football match etc.

MCC will be utilising the competitive dialogue process for this procurement exercise pursuant to the Public Contracts Regulations 2015 and the procurement process will involve a number of stages with the numbers of bidders reducing at each stage. Based on the evaluation and scoring of submitted RtP’s the minimum number of applicants expected to be shortlisted and involved in the next stage of the procurement process (the Invitation to Participate in Dialogue (ITPD)/Invitation to Submit Outline Solution (ISOS) stage) is between five (5) and eight (8) per lot.

The Council is seeking to establish the best approach for the delivery of all business areas for this contract and welcomes applications from all security organisations including but not limited to Large, Small and Medium Enterprises (SMEs), Social Enterprises (SEs) and organisations wishing to bid as a consortia to develop the Council’s approach.

The Council will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers prior to entering into the contract. If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly. Where a contract has not been entered into, the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may, depending on the circumstances, award damages and/or shorten or order the contract ineffective.
