The University will follow a similar process, in establishing a new framework of firms of solicitors. The procurement of the framework will follow a two-stage restricted tender process.
The University wishes to procure a framework of appropriately experienced solicitors to support the University’s legal team in all aspects of the Legal Team’s work in providing a high quality, commercial legal service to the University.
The University’s Legal Team works across the full spectrum of legal services required for the University, seeking external support from its trusted framework where necessary. This includes (but is not limited to):
— Construction/property/estates matters.
— Data protection.
— International projects (including international collaborations, moving staff abroad etc.)
— Litigation.
— Health and Safety.
— Regulatory law (including the Prevent Duty).
— Employment law.
— Data protection.
— Student matters (including student placements, disability issues, student complaints, student expulsion, student accommodation etc.)
— Consumer law (including support around the Competitions and Marketing Authority advice, sale of goods and supply of services, procurement).
— Contract law (including around the University’s Articles of Association, shareholders agreements, licences).
— Intellectual property.
— IT.
— Judicial review.
— Finance (as it affects Higher Education).
— Corporate matters.
(Please note that it is not essential for each framework firm to be able to provide support on all of the above areas or on any additional areas, which the University requires external legal input.)
From this tender process, we intend to create a framework of firms to deliver the required outputs of the Agreement. We anticipate appointing four individual firms onto the framework (but may appoint more or less if necessary, e.g. if the top scoring four firms cannot fulfil the full scope of the Agreement) whose services will be called upon where required.
Being successfully appointed onto the framework does not guarantee a pre-determined volume of engagements throughout the Agreement duration.
The appointed framework members will be expected to provide a first class and proactive service, not only in terms of legal assistance but also in order to provide employer assistance to the University’s students and staff via its faculties (for example, by working with the University’s Law School to provide a mentoring service to students).
The University will of course expect its framework to have significant legal experience. Experience of working in the higher education sector is of benefit, as is experience of working with similar sized organisations in the public and private sectors.
