Norfolk County Council wishes to procure the services of a contractor to develop of a new mapping solution to visualise the impact of management options so that coastal managers across the Interreg 2 Seas territorial area can more easily understand the coastal change they will produce, for example how construction of a concrete sea wall vs. beach nourishment will impact an area of coastline.

The mapping will be based upon existing databases such as MorphAn and will assist with dune management decision making.

Norfolk County Council is the lead partner for the Interreg 2 Seas ENDURE project.

ENDURE stands for ENsuring DUne REsilience against Climate Change and aims to improve adaptation capacity to climate change by focusing on 2 Seas coastal sand dunes.

The council wishes to procure the services of a contractor to deliver a mapping tool which will visualise and demonstrate dune resilience across the 2 Seas territorial area. The mapping will be based upon existing databases such as MorphAn and will assist with dune management decision making.

Norfolk County Council will incorporate a standstill period at the point information on the proposed award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. The Public Contracts Regulations 2015 (as amended) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
