The Council wishes to commence a housing regeneration programme in Margate, Thanet, Kent. It focuses specifically on the two wards of Cliftonville West and Margate Central. The investment programme will build on the successes of recent investment made in Margate Old Town, centered around the Turner Contemporary art gallery. The housing regeneration programme will, through direct action, replace empty and poorly managed housing stock with high quality and well managed family housing to regenerate the area over an estimated period of 15 years. This will be done via a combination of refurbishment and redevelopment of housing premises and the total units affected will exceed 200 by both councils over the term of the project. The scheme will involve a partner acquiring, modernising or rebuilding housing units followed by letting them out privately for a number of years and later selling them to realise capital that will be re-invested in a further cycle of housing units.
Properties Developed may be held and provided as private rental options or sold accordingly depending on appropriate market demand.
The services that are to be procured under the new arrangements are likely to include (but not limited to):
Project Management;
Carrying out renovation and construction works
Programme management;
Financial/budget management;
Landlord type services;
Planning approvals process
Estates management.
The Council would like to hold a market engagement exercise on Monday 28.1.2013 at Sessions House, Maidstone and shape the final requirements of the specification of the contract.
The Council will invite expressions of interest from suitably qualified providers of the services listed above to participate in the market engagement exercise. The purpose of the exercise will be to help inform the scope and nature of the specification/tender including contracts and key issues regarding payment and risk allocation under the contract.
Further details of events will be provided to the selected providers upon application. There will be no commitment to enter into a contract with any respondents and all costs must be borne by the providers.
Providers unable to express an interest in this exercise or who are not invited by the Council to participate in the event days, will not be affected by any future opportunities that may arise in relation to these or any other services.
Please note that the title attributed to this PIN may change prior to the Contract Notice. It is the Council’s intentions to procure these services under a competitive dialogue procedure in accordance with the OJEU procurement regulations.
