Description

The Local Government Finance Act 2012, amongst other changes affecting local government funding, introduced business rates retention from 1 April 2013. Consequently the Council now keeps a proportion of the rates revenues as well as the revenue on any growth that is generated. For Leicester the proportionate share split is: 49% Council, 1% Fire Authority and 50% Government. This change replaces the previous system where Councils collected the rates but paid them back to Government, which then redistributed them back through an annual formula grant settlement.

This change has provided the Council with a very strong financial incentive to ensure its debt recovery strategies are robust and that collection is maximised. The current recovery processes and procedures up to and including referral of cases to enforcement agents are effective but support is required for collection from difficult targeted cases, such as those ratepayers based abroad and others who may use various avoidance measures.
