The Houses of Parliament have identified a requirement for a supplier to provide mechanical and electrical maintenance services and mechanical, electrical and building small project work for the Parliamentary Estate. The successful Contractor will also be required to provide other specialist maintenance services such as catering equipment, lift repair etc across the Parliamentary Estate.
Procurement Procedure
This exercise is being undertaken under the rules of an EU Restricted Procedure.
The Requirement
1. A fixed cost per general M&E reactive repair up to 250 000 per task.
2. A Measured Term Contract (MTC) to provide Minor Works (up to 5 000 GBP) and small project service up to 500 000 GBP for mechanical and electrical works, and between 50 000 GBP to 500 000 GBP for building and decorating works based on the appropriate PSA Schedules of Rates.
3. A Planned Maintenance system based on SFG20.
4. An Electrical Installation testing service to meet the requirements of the Electricity at Work Regulations
5. A Portable Appliance testing service.
6. The following Specialist maintenance and repair services:
i) Maintenance of Pressure Vessels.
ii) Maintenance and repair of steam systems, Boilers and Burners.
iii) Maintenance and repair of Pumps.
iv) Maintenance of drainage systems such as below ground drainage, down pipes, gutters and sewage ejectors.
v) UPS systems.
vi) High Voltage Systems.
vii) Provision of plant condition monitoring services.
viii) Provision of engineering insurance services.
ix) Event Lighting.
7. The following Specialist maintenance and repair services with a site based presence as detailed in this tender.
i. Commercial & Industrial Refrigeration and air conditioning.
ii. Commercial Catering equipment.
iii. Estate wide lifts including an emergency release service.
iv. TREND Building Management Systems.
8. The provision of an Emergency out of hours call out service
Contract length
The expected length of contract is an initial five years, plus three 1-year extension options. It is expected to commence in July 2017.
Contract value
The total value of the maintenance element of the contract is likely to be up to 3 500 000 GBP per annum. We have currently identified 4no projects which are likely to be carried out over the course of the first two years of the contract totaling up to 2 000 000 GBP and there is a potential requirement that we would spend up to an additional 1 000 000 GBP per annum on projects which are as yet undefined.
