II.1.5)Short description of the contract or purchase(s)

It has been Wigan’s long standing vision for there to be a comprehensive CAMHs system in the Borough that values early intervention and prevention and has a central role for Wigan Schools and educational settings.
Wigan’s programme of starting early to promote mental well being and prevent mental health problems is based upon the recognition that psychological distress results from the outcomes of life’s difficulties. Accordingly, we have taken the approach of seeking to identify experts in children’s mental health to help us create capacity to support professionals working with children who may present with range of difficulties linked to their emotional health and well being.
As part of this approach, we have developed a mental health forum, which has enabled us to commission training and development programmes from experts in the field of children’s mental health. The forums have been a major success in the Borough with us reaching significant numbers of staff from the Council’s early intervention services, educational support services and from schools, colleges and early years settings.
We believe this approach has helped us to improve the mental health of children in the Borough in a sustainable way and we are seeking to continue it through developing a framework of expert providers to help us give professionals working with children in Wigan the skills to identify and approach emotional health and well being with confidence.
In addition to this, a mental health consultancy support service is also required to provide children’s services with the expert knowledge to lead key programmes of work linked to improving children’s mental health.
