The Council wants to commission a range of Services to support adults with mental health issues who present an additional area of need, which could include one or more of the following:
— drug and/ or alcohol use;
— offending behaviour;
— anti-social behaviour;
— learning disability;
— physical disabilities;
— homelessness or tenancy issues;
— psychological problems;
— debt or other financial issues;
— or any other co-existing needs.
It is anticipated that significant partnership and collaborative working will be required to deliver these Services successfully to all areas of Hertfordshire.
This procurement is an Open (one stage process). Suppliers wishing to take part in this project are invited to ‘express interest’ which will give access to the full procurement documents in the e-tendering system.
The deadline for Expressions of Interest is Monday 11.1.2016 (also the submission date).
To be considered as a Bidder you must complete and submit a Bid by the deadline of 12:00 noon on Monday 11.1.2016.

The Council reserves the right at any time to cease the procurement process and not award a contract or to award only part of the opportunity described in this notice. If the Council takes up this right then they will not be responsible for, or pay the expenses or losses, which may be incurred by any tenderer as a result.
The Council undertakes to hold confidential any information provided in the proposal submitted, subject to the Councils obligations under the law, including the Freedom of Information Act 2000. The Council reserves the right to carry out additional financial checks on all companies tendering for this Contract at any time during the procurement process, to ensure that they continue to meet the Councils requirements and remain financially viable to perform the Contract.
Tenderers should be aware that due to the nature of the Services provided, any Contract formed as a result of this procurement process shall be executed as a deed and attested under the common seal of the Council. Tenderers should seek independent legal advice on the implications of this prior to submitting their Tender, where appropriate.
