Residential property renting or leasing services. Residential property renting or leasing services. Information systems. To provide Service personnel in the United Kingdom (UK) of Great Britain and Northern Ireland including the Isle of Man and the Channel Islands, with Substitute Accommodation (both for Single Service Personnel and Service Family Personnel). The requirement, which could be impacted by changes to be implemented as part of the UK Government’s New Employment Model (NEM) for Service Personnel, includes but is not limited to sourcing properties; entering into such agreements as required to fulfil the requirement; optimising value for money, showing properties to the prospective occupant; providing an interface between the provider and the occupant; undertaking move-ins, pre move-outs and move-outs; ensuring maintenance is undertaken as necessary; providing a 24/7 helpline facility; providing furniture and furnishings when required; payment of ongoing costs (to include but not be limited to utility costs, lease costs, etc.) and reclaiming the same from the Authority in arrears; assessing and setting dilapidations; providing temporary accommodation if Substitute Accommodation is not procured; providing direct access to and use of the Contractor’s Information System from the RLI; complying with the Authority’s standards including but not limited to JSP 604, JSP 440, Security, Technical, Interoperability and Data standards; providing a capability to interface with the Authority’s Management Information System; processing all data under instruction from the Authority in accordance with the Data Protection Act 1998. This will be a 3 year Contract with an option to extend for 2 years.

The successful bidder may be obliged to provide a parent company deed of indemnity in a form to be specified by the MOD.

Payment will be made subject to satisfactory performance. It is the Authority’s intent to use the Ministry of Defence’s standard Purchase to Payment (P2P) electronic payment system operating under the Defence Electronic Commerce Service, which shall be a special condition for the performance of this Contract. III.1.3)Legal form to be taken by the group of economic operators to whom the contract is to be awarded:

If a group of economic operators submits a bid, the group must nominate a lead organisation to deal with the Authority. The Authority shall require the group to form a legal entity before entering into the Contract.

Description of particular conditions: TUPE is applicable.
The Authority reserves the right to amend any condition related to security of information to reflect any changes in national law or government policy. If any contract documents are accompanied by a Security Aspects Letter, the Authority reserves the right to amend the terms of the Security Aspects Letter to reflect any changes in national law, or government policy whether in respect of the applicable protective marking scheme, specific protective markings given, the aspects to which any protective marking applies or otherwise.
P2P. The Contractor shall be required to sign DEFFORM 30 (Electronic Transaction Agreements) and unconditionally accept DEFCON 5J (Unique Identifiers), DEFCON 129J (The Use of Electronic Business Delivery Form); and DEFCON 522J (Payment under P2P).
Key Performance Indicator conditions must be complied with.
The Contract will be subject to Baseline Personnel Security Standard (BPSS), checks for Contractor’s personnel.

Information and formalities necessary for evaluating if the requirements are met: Contracting authorities shall exclude an economic operator from participation in a procurement procedure in accordance with PCR 2015 Section 5 Para 57.Candidates will be required to sign a declaration confirming whether they do or do not have any of the listed criteria as part of the selection process. For candidates who are registered overseas, you will need to declare if you have any offences/misconduct under your own country’s laws. Candidates who have been convicted of any of the offences or committed the breaches under PCR 2015 Reg 5 (1) — (3) are ineligible and will be excluded from participating, unless there are overriding requirements in the general interest for doing so.
Where the circumstances in PCR 2015 Reg 57(4) and (8) apply, the Candidate may be excluded from participation at the discretion of the Authority.

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the most economically advantageous tender.
