Description of the contract

The Ministry of Defence has a requirement for the provision of mission planning software in support of the Joint Arms Control Implementation Group (JACIG) in meeting the United Kingdom’s commitments under the Treaty on Open Skies. The Treaty provides for reciprocal rights by the Treaty participants to programmes of unarmed aerial surveillance flights over the territory of its participants. The software is needed in order to prepare Treaty-compliant mission plans for execution over the countries of other parties to the Treaty, specifying route, timings and heights of operation as well as en-route terrain heights. In addition, there is a requirement to check and agree mission plans submitted by foreign teams operating over the UK to ensure compliance with the Treaty. In order to be considered further, prospective bidders will need to demonstrate that they are a properly constituted and financially sound company with relevant experience in the provision of software in the aviation field. Companies are therefore invited to submit a copy of their Certificate of Incorporation, a copy of their most recent audited accounts and details of the provision of similar services in the past three years. A maximum of five companies will be invited to tender.
