The English Institute of Sport (EIS) wishes to procure a new mobile voice, data and SMS services contract for a minimum of 24 months starting from December 2019 for approximately 400 connections.

The EIS employs approximately 400 staff who are based at several high performance centres in the UK. Most of the workforce regularly work away from their centres and have work patterns that are mobile and remote. A large number of staff work abroad; their overseas travel may cover periods up to several months. Staff have been issued with iPhone 6S and 7, and it is intended that these devices will remain in use for the new contract.

As a publicly funded organisation EIS is seeking to maximise value for money, and wishes to minimise one-off set up costs as well as ongoing revenue costs.

II.2.4)Description of the procurement:

The English Institute of Sport (EIS) is seeking to appoint 1 supplier to provide a contract for mobile voice, data and SMS services for maximum of 5 years, but with a minimum of 2 years to its 400 employees. The contract value is worth approximately a minimum of 300 000 GBP plus VAT.

The supplier will need to:

1) Provide connections for all employees;

2) Offer solutions for mobile device management and device security;

3) Offer solutions for allocating individual user data thresholds, and capping of data use when tethering or roaming;

4) Provide ongoing technical and customer services support throughout the contract under a service level agreement;

5) Provide a clear charging structure with an online billing portal; the portal must have an easy to use facility to analyse summary and detailed breakdowns of billing;

6) The billing portal should permit administrators and managers to view the details of staff who report to them, e.g. the finance manager should be able to see usage details of the finance team members;

7) Offer an easy to use, simple to administer and cost effective roaming solution for staff who are overseas;

8) Provide WiFi calling;

9) Offer a tech fund for the purchase of extra handsets to replace lost and damaged devices.

Note that EIS already owns its handset equipment, and so handsets for all connections are not required to be provided under this contract. EIS owns its devices which are iPhone 6S and iPhone 7.

The supplier must have greater than 5 % of their domestic market share of subscribers and preferably have a UK based support /helpdesk centre.

The EIS pioneers the delivery of science, medicine and technology services to drive medal success at olympic, paralympic and international competition, supporting elite athletes through its nationwide network of expertise and facilities. It strives to be the world-leading high performance institute. Staff are based at nine high performance centres across the UK but EIS services are delivered at different sporting locations including swimming pools, lakes, velodromes and athletic tracks. Services are also delivered to athletes while competing or training in Europe and the Rest of the World.
