II.1.5)Short description of the contract or purchase(s):

Construction management services. This advert is for Expressions of interest (EOI) only, the PQQ will be forwarded in hardcopy to bidders once all interested parties are known.
Principal Support Provider (PSP) to provide a multi disciplinary Design and Project Management (Utilising NEC 3) in support of construction works on the Ministry of Defence Estate at RAF Lakenheath, Suffolk.
The F35A programme involves construction and renovation for a number of buildings numbering in the range of 20 to 25 examples being 6 Bay Flight Simulator, Squadron Ops/Aircraft Maintenance Unit (AMU) and Hangars, Parking Aprons, Parts Store, Infrastructure, Fuel System Bay, 6 Bay Hangar. There will also be a requirement for the adaption and alteration of existing buildings.
Experience required for this programme of work is on 4th generation aircraft platforms, experience on 5th generation platforms would also be beneficial.
Experience required in the preparation of Environmental Impact Assessments (EIA).
Service Provision
A wide range of services will be required supporting Defence Infrastructure Organisation (DIO) in delivery of Construction work. These services will include Advisory Services, Design and Project Management (utilising NEC 3). The scope of services required from the PSP will include but are not limited to:
Project Management
Contract Support Administration, Construction Project Management, Programme Management, Risk Management, Value Engineering and Management, Project Planning, Quality Management, Performance Measurement, Design Management.
Professional and technical Design Services
Project Engineering, Surveys, Architecture, Building Conservation, Building Control, Mechanical Engineering, Electrical Engineering, Civil Engineering, Structural Engineering, Energy Conservation, Environmental Services, Facility Management Advice, Cost Engineering, Data Management, Heath and Safety, Fire Engineering and Security.
The scope of these services will comprise of early assessment and development work, design and project management. The PSP service requirements include the Design Excellence Evaluation Process (DEEP) Specialist areas (Airfields, Protected Buildings, and Weapons effects on Buildings)
Project Type/Geographic Area
Generally the scope of the capital works programme is likely to include design and construction of offices, Warehouses, Airfield Infrastructure, Civil Infrastructure works, accommodation. The scale of the requirement necessitates a comprehensive multi discipline capability with diverse technical skills and coherent supply chains.
The PSP will be expected to work closely with Project Teams at the offices of RAF Wyton and RAF Lakenheath.

III.1.1)Deposits and guarantees required:

The eventual successful bidder may be required to provide a parent Company Deed of Indemnity in a form specified by the Authority.

III.1.2)Main financing conditions and payment arrangements and/or reference to the relevant provisions governing them:

The eventual contract will be priced as a lump sum price paid on completion of milestones. Payment will follow satisfactory delivery of the milestones and be facilitated electronically via the Authority’s electronic Purchase to Payment system (P2P).

III.1.3)Legal form to be taken by the group of economic operators to whom the contract is to be awarded:

If a group of economic operators submits a bid, the group must nominate a lead organisation to deal with the Authority. The Authority shall require the group to form a legal entity before entering into the contract.

With regards to supply and security of information the Authority reserves the right to amend any condition related to security of information to reflect any changes in national law or government policy. If any contract documents are accompanied by a Security Aspects letter, the Authority reserves the right to amend the terms of the Security Aspects letter to reflect any changes in national law or government policy whether in respect of the applicable protective markings scheme, specific protective markings given, the aspects to which any protective marking applies or otherwise.

Information and formalities necessary for evaluating if the requirements are met: The Authority will apply all the offences listed in Article 39(1) of Directive 2009/81/EC (implemented as Regulation 23(1) of the Defence and Security Public Contract Regulations (DSPCR) 2011 in the UK) and all of the professional misconducts listed at Article 39(2) of Directive 2009/81/EC (see also Regulation 23(2) in the DSPCR 2011) to the decision of whether a Candidate is eligible to be invited to tender.
