Summary of requirements / Description of work — The Authority has a requirement for the provision of hospital welfare support to Military Personnel in-patients within UK hospitals and their families and hospital welfare liaison support for Military Personnel who are in-patients overseas and their families. The service provider must provide appropriate, timely and confidential primary welfare support directed by suitably trained staff. The service provider must liaise with other welfare agencies as necessary to handover responsibility for primary welfare support when required and to ensure that specialist secondary welfare services are engaged when required.
Languages — Fluent (written and oral) in English (all locations) and Greek (written and oral) (British Forces Cyprus only).

III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers

Information and formalities necessary for evaluating if the requirements are met: The Authority will apply all the offences listed in Article 45(1) of Directive 2004/18/EC (implemented as Regulation 23(1) of the Public Contract Regulations (PCR) 2006 in the UK) and all of the professional misconducts listed at Article 45(2) of Directive 2004/18/EC (see also Regulation 23(2) in the PCR 2006) to the decision of whether a Candidate is eligible to be invited to tender.

Candidates who are guilty of any of the offences, circumstances or misconduct under Article 45(2) may be excluded from being selected to bid at the discretion of the Authority.

Objective criteria for choosing the limited number of candidates: Interested suppliers are required to complete the Pre-Qualification Questionnaire (PQQ) to provide information that allows the Authority to evaluate the Supplier’s capacities and capabilities against the selection criteria set out at Sections 111.2.1, 111.2.2 and 111.2.3 of this Contract Notice.
The Authority shall use the PQQ responses to create a shortlist of Tenderers who:
1. Are eligible to participate under section 111.2.1 of this Contract Notice;
2. Fulfil any minimum standards under Sections 111.2.2 and 111.2.3 of this Contract Notice
3. Best meet in terms of capacity and capability the selection criteria set out in Sections 111.2.2 and 111.2.3 of this Contract Notice.
4. Provide satisfactory responses to Sections 1 -5 and 8 of the PQQ and
5. Achieve a Total Weighted score of 12 out of a maximum of 20 for sections six and seven of the PQQ. This Total Weighted score is calculated
by awarding a score of between 0 and 5 per question (0 — No Answer; 1 — Poor Answer; 2 — Satisfactory Answer; 3 — Good Answer; 4 — Very Good Answer; 5 — Excellent Answer), this is then multiplied by the associated stated Weighting which shall be compared with the maximum possible score of 2025, and both the awarded score and maximum score shall be divided by 100 (total of the Weightings) to give a final Total Weighted Score. The pass mark for consideration for inclusion in the Invitation to Tender process shall be 12 or above out of 20. It is the Authority’s intent to invite the top 5 interested parties who have fulfilled all stated mandatory criteria and achieved the highest Total Weighted scores.

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs).
