II.1.5)Short description of the contract or purchase(s):

Command and control system. The MORPHEUS Battlefield Management Application (BMA) will form a key part of the MORPHEUS Sub-Programme and will deliver a field-able BMA solution which is capable of being integrated with the Evolve to Open System (EvO). MORPHEUS is a £3.2Bn JFC / Army Sub-Programme within the LE TacCIS programme. It will deliver a core component of the next generation of Tactical Communication and Information Systems (TacCIS) capability and will enable Evolutionary Capability Development (ECD).
The first stage of MORPHEUS is EvO which will replace BOWMAN with a modular system using an open system architecture; this allows individual components to be commercially competed separately and gives complete ownership of the capability to the MOD. MORPHEUS will then deliver Defence-driven (rather than industry-driven) rapid spiral development of applications and regular technology updates to incrementally improve capability. The EvO System will utilise a Tactical Integration Framework (TIF), further information on this is available at II.2.1) below.
The BMA solution will deliver functionality including Geo-Spatial Services, Operating Picture, Mission Planning and Execution, and ORBAT/Task Org Editor. Further information on this functionality can be found below at II.2.1) below. The BMA will support commanders at all levels to achieve a common operating picture including situational awareness relevant to the ‘local’ commander and enable local commanders to plan and execute missions.
The Authority is seeking to undertake a collaborative development approach to the BMA in order to optimise the chosen provider’s solution within the wider EvO System. This will involve collaborative interaction with the User, the MORPHEUS Coordinating Design Organisation and General Dynamics UK Ltd. The Authority considers a willingness to undertake this development work a key part of the delivery of the BMA.
The BMA solution will need to comply with the six MORPHEUS Architecture Principles, which an be found below at II.2.1) below.
As well as delivering the BMA during the initial term of the Contract the supplier will be required to provide an associated Training Package for the First of Type Trials (FOT) and other Training Artefacts. The Authority is also seeking to include options for further support after a Main Gate Business Case. These options include In-service Software Support, Scaling to a Fielded Operational Capability and Post Design Services.

II.2.1)Total quantity or scope:

The BMA is to be a scalable and lean suite of applications/services accessed via an intuitive front end interface that is developed in collaboration with Army HQ and TP. The BMA will be a capability that provides improved battle-winning potential within the jurisdictions of a more effective and efficient Mission Planning and Execution tool, a superior Geospatial provision aiding a clearer Operational and Situational Awareness Picture. A solution that both supplies and consumes enterprise services and is extensible through open APIs and SDKs.
In providing both applications and services, the BMA must support the concept of distributed command with users being located in either, fixed or deployed headquarters, mobile platforms (vehicles) or dismounted (on the soldier). Computing platforms/devices will vary from well performing PCs through to laptops, tablets and smaller mobile devices. Network infrastructure that the BMA will rely upon will include high and low bandwidth (wired and wireless) bearers utilising the HF, VHF and UHF bands. The BMA (along with being a core service provider) shall be developed to take full, but appropriate, advantage of the services provided by the Enterprise Service Bus delivered by the Evolve to Open (EvO) Tactical Integration Framework (TIF) to optimise operation over a constrained network and to make use of other common core services.
The aim of the TIF is to build a common services platform to avoid the need for individual applications within the system producing their own iterations of services such as messaging or email. The TIF will also enable enhanced integration and performance through its adherence to the MORPEHUS Architectural Principles. The BMA will be expected to both draw upon the TIF and provide the Geographical Information Service and the Symbology Service into the TIF.
SCOPE
Licencing. Under the initial term of the Contract the Authority is seeking sufficient licences to support an estimated 600 devices of the EvO System. An option will be included in the Contract to scale the solution up to the Full Operational Capability (FOC).
The Authority will be defining and accepting the BMA utilising Epics, User Stories and non-functional requirements. A traditional System Requirements Document will also be provided for information purposes only as part of the competition. The BMA solution has a preference towards solutions which are not Export Controlled due to the desire for compliance with the MORPHEUS Architecture Principles.
The EvO Application Hosting Environment and Infrastructure will provide all necessary security controls and mitigations (eg operating system lockdowns, user access and authentication). The BMA will execute/operate within this environment without additional security constraints.
Objective and Outcomes of BMA.
a. Geospatial Services.
(1) Digital Mapping.
(2) Display.
(3) Analysis.
(4) Route Planning.
(5) Route Following.
b. Operating Picture. This service provides the understanding of the operational environment in the context of a commander’s (or staff officer’s) mission (or task). It utilises all the other services to provide a Local Operating Picture (LOP) to the User, relevant to their area of responsibility.
(1) Inputs.
(2) Engine (Picture Processing).
(3) Manipulate.
(4) Display.
(5) Save and Archive.
c. Mission Planning and Execution. The Mission Planning tool must be able to conduct and assist with wargaming and Rehearsal of Concept (ROC). It exercising Command and Control (C2) it must support the following:
(1) Plan.
(2) Refine.
(3) Execute.
(4) Evaluate.
d. ORBAT/TaskOrg Editor. An editor to enable users to create and maintain Establishments, ORBATs and TaskOrgs for the purposes of mission planning and execution.
e. BMA as a TIF Service Provider. The BMA shall provide appropriate services as part of the TIF; the BMA should implement the following interfaces for use by other services and client applications:
(1) Geographic Information Service Interface
(2) Symbology Service Interface
LOCATION OF DELIVERY
The BMA supplier will be required to attend meetings at a variety of locations including sites around the Mainland UK and potentially international travel to Canada.
DESIGN & DELIVERY
The BMA Supplier will be expected to work with the Authority, Army HQ and the Transition Partner to design an Export Controls free, BMA capable of meeting the user requirement. The Authority is agnostic as to whether the solution is a Commercial of the Shelf (COTS), Modified of the Shelf (MOTS) or Bespoke solution. The Authority is seeking a solution that is technically compliant which offers Value for Money through the life of the solution. The BMA solution must adhere to the minimum standards against each of the following MORPHEUS Architecture principles:
a. Modular Design.
b. Enabling Interoperability.
c. Use a Unified Data Architecture.
d. Re-use of Enterprise Resources.
e. Usability.
f. Service Security.
Functionality of the BMA solution shall be delivered as discrete services with the interfaces and any supporting information regarding them appropriately licenced to the Authority by the BMA Supplier or third parties as necessary. The Authority requires a minimum of four capability releases during an approximate 2 year delivery project, with a fully featured BMA field-able (for System Acceptance Test (SAT)) at the end of the EvO integration phase (estimated December 2020). The minimum deliveries are (noting use of an Agile development process may deviate from the agilesque one depicted below):
a. Initial Software Drop. Required by March 2019. A version of the BMA that as a minimum should execute without critical failure on the EvO system. This is required to allow the TP to start integrating the BMA.
b. Core Services Software Drop. Required in August 2019. A version of the BMA that contains fully implemented TIF service interfaces that are provided by the BMA. This software drop is provided to allow the TP to integrate third party applications that use the common services provided by the BMA.
c. Full Installation Software Drop. Required by February 2020. A version of the BMA that contains all BMA functions including full exploitation of the appropriate TIF services. This software drop is provided to all the TP to start final integration of the BMA.
d. EvO Baseline Software Drop. Required by May 2020. A complete, bug free, fully functional software delivery to allow the TP to complete integration of the BMA.
e. Additional Deliveries. In addition to the software drops the BMA Supplier shall supply a Training Needs Analysis (TNA) that is compliant to JSP 822 by no later than March 2020 and all Training materials by no later than October 2020
TEST & ACCEPTANCE
The BMA solution is to undergo an assurance regime to check and monitor the progress of the development of the solution and the solution’s compliance with the requirements for the System. Acceptance will only be made once a SAT has been conducted. The SAT will be conducted via both an In-LAB and First of Type (FOT) Field Test of the EvO System.
SUPPORT
Support to the BMA Solution pre Main-Gate Business Case
a. An In-service Software Support Solution from the delivery of the final BMA solution until the conclusion of the FOT Dec 2020
b. Training Support to include a pilot training course for the purposes of the FOT as well as a Training Needs Analysis and Training Materials for the solution.
c. An option to either extend or implement a pre-existing capability for the Dismounted User.
d. Support pilot training course development (through the provision of TNA and training material updates) Est. Dec 2020.
Support to the BMA Solution post Main-Gate Business Case. It is envisaged that post Main Gate the Authority will require the following options to support the BMA solution:
a. The solution will need to be scaled to a Full Operational Capability Estimated at 17,000 End User Devices. The Authority will potentially need to extend this to a further (7,000) End User Devices for the Dismounted User.
b. An In-service Software Support Solution including a Helpdesk provision (3rd Line support), maintenance for any issues that occur beyond the warranty provision,
c. Post Design Services to deliver evolutionary capability following the System Acceptance Trial and prior to the Full Operational Capability Date.

II.2.2)Information about options

Description of these options: The Authority is seeking options during the course of the initial contract term and after a Main Gate Business Case for the MORPHEUS Sub-Programme.
Options during the Initial Contract Term
— An Enhanced Dismounted User Capability. The Authority is seeking to be able to activate an option for enhanced capability for the Dismounted User during the course of the initial Contract Term or potentially after the Main Gate Business Case. The exact terms for this solution would be agreed as part of Supplier’s ITN responses.
Options post Main Gate Business Case
— Development Services — following the Main Gate Business Case the Authority is seeking the ability to continue development of the system alongside the end user in order to keep the capability current. The Authority would seek to incorporate an annual limit of liability with a tasking process against a set of rate cards to price each package of work. The support would be in One Year Increments from January 2022 until December 2025. The Authority estimates the cost of this option will be between 500 000 GBP and 2 000 000 GBP annually.
— In-Service Software Support- the Authority is seeking an option for Support Services to assist end users when errors arise in the BMA once it has been deployed. The Authority is seeking a scalable solution which can be increased as the User Community increases as the solution is deployed. This will be formed through some sort of help desk capability and will be aligned to the Warranty provisions included in the Contract. The support would be in One Year Increments from January 2022 until December 2025.
— Solution Scaling- the Authority will require the supplier to be able to scale up the solution delivered in the initial Contract Term to the Full Operational Capability. The Authority’s Full Operation Capability will be across 17 000-24 000 devices which will range from Desktop Computers down to Tablets. The Authority would expect the scalable solution to be delivered either in a one-off delivery or alongside the fielding of the MORPHEUS System. Further information on this will be included as part of the ITN. The current target date for the Full Operational Capability is 2029.

If a group of economic operators submits a bid, the group must nominate a lead organisation to deal with the Authority. The Authority shall require the group to form a legal entity before entering the contract.

The Authority reserves the right to incorporate a Security Aspects Letter into the contract, in addition to other security related terms and conditions. The Authority reserves the right to amend any condition related to security of information to reflect any changes to national law or governmental policy. Whether in respect of the applicable protective marking scheme, specific protective markings given, the aspects to which any protective marking applies or otherwise.
