II.1.5)Short description of the contract or purchase(s)

The Authority is seeking expressions of interest from suitably qualified and experienced service providers to enter into a framework arrangement (the “Framework”) for the provision of multi-disciplinary consultant services to support the delivery of a programme of Capital Investment works (the “Programme”) to its residential housing stock.
The stock comprises of approximately 9 760 properties in the contract area, of which approximately 2,500 are leaseholder and the remainder are tenanted. The housing stock is of a variety of ages and construction types and includes multi storey buildings as well as some traditional street properties. The number of properties may increase or decrease over the term of the Programme. The Programme consists of (i) internal works to tenanted properties (including kitchens, bathrooms, re-wires and other ancillary works), (ii) external works to all properties including roofs, windows, environmental works and similar, and (iii) the opportunity for the Authority to incorporate its “Hidden Homes” initiative which involves the creation of additional new dwellings out of existing assets such as unused space within blocks. The majority of the works in the Programme will be undertaken with the residents in occupation.
The services the consultants will be providing are:
— Client Representative (as defined in the TPC2005 Term Partnering Contract),
— Cost Consultant/Quantity Surveyor,
— Project Managers,
— Building Surveying,
— Architectural and design services,
— CDM-Coordination,
— Clerk of Works / quality inspectors,
— Other Specialist Surveying Services.
(together, “the Services”).
All candidates will be required to demonstrate that they have experience and the ability to carry out all the Services in order to bid for a place on the Framework.
The likely number of consultants to be invited to join the Framework is 4, however, KCTMO reserves the right to vary this.
The Authority intends to enter into Framework Agreements with each of the successful consultants for a period of 48 months, although individual call-offs under the Framework may extend beyond that period. The form of delivery contract under the Framework Agreements will be a bespoke form of TPC2005 Term Partnering Contract (as amended) which the consultants will enter into with the Authority and the contractor(s) for the Programme. The Authority may also award smaller packages of work to consultants under a separate form of appointment letter. Details of the contracts will be set out in the tender documents.
Services will be awarded to consultants under the Framework via direct selection or mini competition at the Authority’s sole discretion. Service delivery duration will be awarded on the basis of individual projects or for an annual period.
Any Services awarded by the Authority shall be in accordance with the rules of the Framework Agreement, and subject to satisfactory performance by the Service Providers against Key Performance Indicators. Further information will be set out in the tender documents.
