The Royal Borough of Greenwich wishes, on behalf of the Governing Body of St Mary Magdalene C of E Primary School and the Southwark Diocesan Board of Education, to appoint a lead consultant to provide and manage the multi-disciplinary design services, including planning consultancy, required to deliver a RIBA Stage 3 design for the St. Mary Magdalene School Expansion Project on the Greenwich Peninsula.
The contract will include the submission of the application for detailed planning permission and the design must be suitably and sufficiently developed for the planning permission to be granted. The project involves the construction of a new all-through school for children from the nursery to post-16 stages, subject to statutory consultation processes.
The estimated construction cost of the project is GBP 29 – 30 m. Further details of the project and the requirement can be found in the pre-qualification questionnaire and invitation to tender documents.

II.2.1)Total quantity or scope:

The contract will cover the provision of all design services required to deliver a suitably and sufficiently developed RIBA Stage 3 design and submit the application for detailed planning permission for the project.
The contract will also include (a) any negotiations, liaison, meetings and further design services required to respond to any queries raised by the council during their consideration of the planning application; (b) any design services required to discharge all pre-development conditions imposed by the council and; (c) providing all the design services required to successfully appoint a design and build contractor to deliver the project utilising a two-stage tender process or similar, including liaising and working with the preferred bidder and the Authority’s team, subject to confirmation of the Authority’s procurement strategy.
The design services may include but are not limited to architecture, civil engineering, structural engineering, M&E engineering and landscape design services, as well as planning consultancy and any other specialist design or consultancy services or surveys required. They will not include cost consultancy, CDM-C or project management services.
Estimated value excluding VAT:
Range: between 500 000 and 1 500 000 GBP

The resources, range and depth of skills needed to provide the services to the Authority are such that it is possible that Economic Operators may wish to collaborate to form a Consortium or enter into sub-contracting arrangements for the purposes of delivering the services. Whilst this is acceptable to the Authority, Participants should note that the Authority will require the relevant Lead Consultant to enter into the contract as sole counterparty; the Authority will not accept multiple counterparties to the contract for the Project (although the Authority may enter into contractual arrangements with the provider of a parent company guarantee or other form of performance security, where appropriate). Please note that this does not preclude a single organisation offering all of the services to the Authority.

Justification for the choice of accelerated procedure: Due to the current pressure of demand for school places, the Royal Borough of Greenwich is supporting the Governing Body of St Mary Magdalene C of E Primary School and the Southwark Diocesan Board of Education in the expansion of the School on the Greenwich Peninsula.
It is envisaged that the school will be handed over in phases in August 2016 and August 2017, to enable the Council to meet its statutory duty to ensure sufficient school places. It is therefore imperative that the design team are procured quickly to start work on the planning application.

The Royal Borough of Greenwich is supporting the Governing Body of St Mary Magdalene C of E Primary School and the Southwark Diocesan Board of Education in the expansion of the School on the Greenwich Peninsula in exercise of the Council’s statutory duty to ensure sufficient school places.
