Description of the contract

Oldham Council is a large provider of adult social care services, providing around a quarter of all services in the borough. The Potential Public Service Mutual’s staff costs account for over 80% of the £15.3m budget. The services are generally of good quality and popular with service users and their families but, whilst they represent good value for money when compared with other neighbouring local authorities, they are uncompetitive in comparison with both the private and voluntary sectors. Since 2009/10 Oldham Council made £100m of budgetary savings and are forecasting a further £31m for the period 2013-2015. Due to shrinking resources the Council recognises it will need to do things differently. The Council forecasts that within 5 years it will only have £11 million to fund these services. The Council is keen to explore an alternative strategy to outsourcing which both meets this challenge and also fits with, and supports, the Council’s co-operative ambitions. A Supplier will be appointed to deliver services to the Potential PSM in the following areas: 1. Reviewing legal documentation 2. Market assessment and analysis 3. Business Plan development 4. Marketing Strategy Development

To participate in this procurement, Potential Providers must first be registered on the Government Procurement Service e-Sourcing Suite. If you have not yet registered on the eSourcing Suite, this can be done online at https://gpsesourcing.cabinetoffice.gov.uk by following the link ‘Register for GPS eSourcing’. Please note that, to register, you must have a valid DUNS number (as provided by Dun and Bradstreet) for the organisation which you are registering, who will be entering into a contract if invited to do so at the Invitation to Tender stage. Full instructions for registration and use of the system can be found at http://gps.cabinetoffice.gov.uk/i-am-supplier/respond-tender Once you have registered on the eSourcing Suite, you will need to express and interest for the Mutuals Support Programme – Oldham Council procurement.
