Description of the contract

The West Midlands Kick Start Partnership (WMKSP) is seeking to establish a public service mutual which will provide loan management services and green deal advisory accreditation services to a range of customers. The existing team consists of three full time members of staff who are currently employed by Birmingham City Council. The team were formed when a west midlands county-wide council partnership (currently 27 local authorities) was created to make best use of the decent home grant. In establishing the Kick Start Partnership, the West Midlands’ Councils chose to combine the decent homes grant and regeneration funding to establish a small loans business. The loans were available to individual private householders to fund the improvements needed to bring their property up to the decent homes standard. The WMKSP was appointed to manage the issuing and repayment of the loans on behalf of the partner councils. The fund itself was managed by an independent fund manager on behalf of the partnership. The WMKSP is in the process of disbanding the partnership, and in doing so, supporting the member councils to consider how the existing loans could be managed by a Public Service Mutual. Potential Suppliers interested in this opportunity are required to send an expression of interest by email to spot.buying@gps.gsi.gov.uk In the subject field of the email please include the reference “RM1100-SB WMKSP MSP Expression of Interest” In the body of the email please include the following details: Company name, registered Company address, contact name and contact email address. The deadline for submitting an expression of interest is 12.00pm, Monday 6 August 2012. A draft requirement document (in the form of a draft Invitation to Tender) has been attached to this Contracts Finder Advert to allow any interested suppliers to seek clarification before the final Invitation to Tender is issued. Once suppliers have emailed their Expression of Interest to the Spot Buy Mailbox, they will be provided with the additional annexes of the draft requirement. These annexes will be issued to Potential Suppliers (on request) on the basis that they are maintained in the strictest of confidence. Potential Suppliers must destroy any electronic and/or hard copies if either you do not wish to tender or after the Contract has been awarded to the successful supplier.
