The Manchester College an operating division of The LTE Group has chosen the Accelerated Open Procedure for the reason of:
“The LTE Group is faced with circumstances of urgency which render impracticable the time limit laid down in relation to an open procedure by Regulation 27(5) of the Public Contracts Regulations 2015, and which would ordinarily apply to such a procedure. In brief, the circumstances are that [The LTE Group is required to have met key targets in relation to its delivery of 16-18 year-old and 19+ apprenticeships. It is necessary to ensure that key targets are met to meet employer demand between March 2016 until June 2016 and enable it to meet deadlines not previously known at the point of when this procurement was required. A key focus is to respond to recent local and regional requirements to increase the uptake of apprenticeships and locally to improve higher level skills in Greater Manchester and surrounding areas. The LTE Group is required to have in place the infrastructure to which this procurement relates by no later than March 2016 in order to be in a position to meet essential operational deadlines to which Apprenticeships Division of The Manchester College an operating division of The LTE Group is likely to be subject at any time thereafter, and which it would not be in a position to meet unless this procurement has been concluded beforehand. The LTE Group has only recently been made aware that it would be unable to meet the deadlines referred to above unless it has done so, and is not therefore in a position to observe the time limits ordinarily applicable to the open procedure.

The LTE Group wishes to award a national agreement for the supply and delivery of Apprenticeships and 24+ Advanced Learning Loans. The agreements for this provision will comprise of the following Lots:
Lot 1: 16 -18 and 19 + Apprenticeships;
Lot 2: 24 + Advanced Learning Loans.
The agreement is let by The LTE Group.
The provision and the delivery of 16 -18 and 19 + Apprenticeships and 24 + Advanced Learning Loans provision may be allocated to a range of providers in order to better respond to local needs and priorities.
The agreement shall be established for a period until subject to the end dates of apprenticeships frameworks or course length, however this contract will only allow for starts on learning up to 31.7.2016.

VI.4.2)Lodging of appeals

Precise information on deadline(s) for lodging appeals: The Manchester College will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. In the first instance such additional information should be requested from the address provided in part I.1). Following that if the parties still cannot resolve the matter then it should be escalated to the Company Secretary, The Manchester College, Ashton Old Road, Openshaw, Manchester, M11 2WH. If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
